About NRC:

NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, food security, livelihoods, legal assistance, and water, sanitation, and hygiene sectors. The Norwegian Refugee Council has approximately 6000 committed and competent employees involved in projects across four continents. NRC runs the world's largest standby roster NORCAP, with 650 professionals, ready to be deployed on 72 hours' notice when a crisis occurs.

NRC in the Islamic Republic of Iran:

NRC started operations in Iran in 2012. We currently deliver humanitarian assistance in 10 provinces in the sectors of Education, Food Security and livelihoods, Water, Sanitation and Hygiene (WASH), Shelter construction, as well as Information, Counseling, and Legal Assistance (ICLA). We co-lead several technical inter-agency working groups and provide capacity building to humanitarian partners in the country. Next to our programs, NRC Iran also built an advocacy unit to develop joint messages and initiatives among INGOs to improve the rights of the displaced. Following several recent breakthroughs, NRC Iran is scaling up substantially its activities in support of the Government of Iran's efforts towards an estimated 3,6 million Afghans residing in the country and is expanding its program unit.

Duties and Responsibilities:

The purpose of the officer position is day to day implementation of the support functions
responsibilities.

Generic Responsibilities

  • Compliance and adherence to NRC policies, guidance, and procedures.
  • Implement delegated support function portfolio according to the plan of action.
  • Prepare and develop HR reports as required by HR management.
  • Ensure proper filing/archiving of documents.
  • Promote and share ideas for improvement of the HR functions.
  • Promote the rights of refugees and displaced in line with the advocacy strategy.
  • Identify and report protection needs and gaps, and explore and propose new and safer ways to address needs.

Specific Responsibilities

  • Provide support to HR programs and practices, including recruitment (i.e. advertising vacancies, contacting candidates for tests, and interviews, coordinating internal parties (HM and technical parts) in the process, etc.), Induction (i.e. managing schedules, preparing manuals, interfacing with the different departments), L&D (i.e. assessing needs, scheduling, assigning internal/external trainers and facilitators, conducting sessions, and gathering feedback for the effectiveness of the training), C&B (processing payroll, timesheet, SSO/TAX process, and reporting) and HRMS.
  • Keep personnel records up to date in Iran Filing Tree
  • Update candidate data through Webcruiter.
  • Contribute to the organization of events such as training, workshop, and seminars.
  • Work and collaborate with different teams/CC at the office level.
  • Manage personnel and employment data and data entry in NRC people (HRMS).
  • Contract Management (i.e. drafting staff employment contracts and amendments when required, issuing employment contracts of personnel according to their employment date, and archiving hard copies in a disciplined manner).
  • Support the HR CO in managing leave records.
  • Support CO HR in collecting Work Development Plans (WDP).

Requirements

  • Experience from working as a Support Function Assistant in a humanitarian/recovery context
  • is a plus.
  • Previous experience working in complex and volatile contexts.

  • Good command of English both spoken and written at the working level.

Context/ Specific Skills, Knowledge, and Experience:

  • At least a Bachelor’s degree in, HR, Administrative Management, or a relevant field.
  • Strong planning and organizing skills.
  • Experience with archiving and official correspondence.
  • Fluent in Microsoft Office applications (Word, Excel, PowerPoint, and Outlook).
  • Familiar with HR dashboards.
  • Strategic Thinkers.
