About INTERSOS:

INTERSOS is a humanitarian organization on the front line of emergencies, bringing assistance to victims of armed conflicts, natural disasters, and extreme exclusion with particular attention to the protection of the most vulnerable people. Since 1992 our humanitarian workers have been helping people affected by humanitarian crises: we provide first aid, food, shelter, medical assistance, and basic goods. We ensure that basic needs, such as education, access to clean water, and health assistance are met.

INTERSOS in Iran:

Following the Taliban retaking power in Afghanistan in August 2021, which has created a sudden high influx of Afghan nationals in Iran, INTERSOS decided to assess opportunities to establish its presence in Iran. INTERSOS obtained approval from the government of the Islamic Republic of Iran for the establishment of its presence in Tehran - Iran in October-November 2021 and started conducting its joint activities in June 2022. INTERSOS activities in Iran mainly focus on the health/medical sector and how to support the existing health system in coping with the high number of new refugees and its impacts on local Iranians. In addition, some social activities around people with disabilities and children were linked to medical activities.

Responsibilities:

Strategy:

  • Support the HoM in designing and implementing the HR strategy to meet the mission’s programmatic needs and supporting the design of the country strategy plan/cost recovery.
  • In collaboration with the HoM & the Area HR Coordinator, develop and update HR policies, processes and systems to support the achievement of the mission’s goals.
  • Support the line managers and staff for any change of local legal requirements and regulations.
  • In collaboration with HoM contribute to the development of budget for project proposals to ensure consistency and budget compliance.
  • In coordination with the SMT (Senior Management Team), design and update the mission organisational chart.

HR Policies, Procedures and Reporting

  • Contribute to developing and updating HR policies and ensure that standard HR processes are implemented. Regularly visit the project locations and verify the implementation of the Internal Regulations when applicable.
  • In collaboration with the Area HR Coordinator, support the HoM to design, implement and update on a regular basis the salary grid in line with the standard Function Grid.
  • Lead the HR team to ensure the implementation of a regular onboarding process for National Staff (personnel documents, archive, induction, orientation, etc.).
  • Supervise the HR Officer in ensuring that all contracts i.e. employment, service, secondment and consultancies, comply with INTERSOS policies, national laws and donor requirements.
  • Follow up the implementation of the audit action points related to HR aspects and together with the HR Officer archive audit reports.
  • Visit regularly all field bases to ensure INTERSOS premises meet minimum standards (not applicable for now but could be applicable in the months to come).
  • Write and share regular ad-hoc reports and HR monthly reports through IMP (INTERSOS Management Platform). Send HR reports to the Area HR Coordinator and Head of Mission as needed.

Recruitment:

  • Is responsible for ensuring a punctual, smooth and regular local recruitment process, according to the Recruitment Policy and labour law and oversees the whole selection process.
  • Guide the HR team to ensure the identification of the best sources of recruitment according to the needs and objectives of the mission. Support the definition of the recruitment strategy based on the analysis of the labour market.

Management of National Staffs:

  • Design, implement and update the National Staff's Internal Regulations in line with INTERSOS standards and with the local Labour Law and monitor and guarantee its implementation through regular visits to the project locations.
  • Develop a standard induction process.
  • Support the HoM in managing disciplinary measures.
  • With the support of the HR Officer, guarantee that all personnel dossiers are kept in order and updated (e.g. contract of employment, contract amendment, CV, national ID, pictures, disciplinary measures, leave requests, resignation letters, etc.).
  • Support the coordinators and managers in the evaluation process of staff performances (IRP) and make sure evaluations are properly archived.
  • Advise the line managers and (SMTs) on HR procedures and policies
  • Facilitate staff management to contribute to building a pleasant work environment.
  • Propose and monitor the Duty of Care for the staff, and promote initiatives for their well-being.
  • Support the design of the Compensation and Benefits policy for National Staff.
  • Support the Finance department in making sure that the payslips correctly include what is foreseen in terms of remuneration by the salary grid.
  • Is responsible for the preparation of the monthly salaries and payslips in order to ensure the punctuality and accuracy of staff’s payroll and the payment of taxes ensuring compliance with national labour laws.
  • Support the HoM to ensure that the mission defines and signs a legal agreement with a local law firm/lawyer ensuring compliance with the HR legal requirements of the country. Liaise with the law firm/lawyer for any HR matters.

Learning and Development:

  • In the absence of a Staff Development Manager, plan and conduct internal HR workshops and training for national staff according to organisational needs.
  • In the absence of the Staff Development Manager, support the HoM in the roll-out of the Learning and Development Policy for International and National Staff.
  • In collaboration with the HoM and Staff Development Manager lead the follow-up of local training opportunities for the National Staff and share information coordinating with the line Managers or any other relevant team member. Support in the identification of possible training needs and ensure a proper track of training attended.
  • Strongly support the development of local NGO partners’ Bilateral Capacity Strengthening Plan (BCSP) put in place on HR matters.

Representation:

  • In the absence of the HoM, and close coordination with the INTERSOS Liaison & Partnership Manager, liaise with the legal advisor and with national and local authorities on the HR matters.
  • On behalf of INTERSOS Iran mission, participate in HR fora and working groups.
  • Be the INTERSOS Iran mission focal person for SSO (social security) in support of the Head of Mission and ensure that all the staff are under SSO coverage by preparing the list monthly to submit to the SSO Organisation.

Accountability and Safeguarding:

  • Monitor regularly that the management of the staff is in line with PSEA, CP Policies, Conflict of Interests and Internal Regulation and INTERSOS standard.
  • Support the Internal Audit and PSEA Referent for any investigation that may occur in the mission.
  • Support the HoM in liaising and follow-up with the MEAL department for any HR-related complaint.

Requirements

Requirements:

  • At least 5 years of experience in a similar position (not mandatory to be in the humanitarian/recovery context)
  • Master’s degree in Human Resources Management, or Psychology.

General Competencies:

  • Knowledge of own leadership skills/profile.
  • Strong understanding and knowledge of the Iranian Labour Law.
  • Fluency in Farsi and English, both written and verbal.
  • Ability to work under pressure, independently, and with limited supervision.
  • Responsible for providing high quality HR professional reports and letters in English and Farsi -within short deadlines.
  • Strong relationship building skills.
  • Computer proficiency including MS Office (Word, and Excel).
  • Respect INTERSOS policies and values.
  • Negotiation and networking skills.
