About NRC:

NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, food security, livelihoods, legal assistance, and water, sanitation, and hygiene sectors. The Norwegian Refugee Council has approximately 6000 committed and competent employees involved in projects across four continents. NRC runs the world's largest standby roster NORCAP, with 650 professionals, ready to be deployed on 72 hours' notice when a crisis occurs.

Duties and responsibilities:

The purpose of a Shelter and WASH Officer position is the day-to-day implementation of the Shelter/WASH (Water, Sanitation, and Hygiene) Projects in camps and non-camp settings. The following is a brief description of the role:

  • Ensure adherence to NRC policies, tools, handbooks, and guidelines in order to improve the quality of the activities.
  • Implement delegated WASH project portfolio and support Shelter project portfolio when needed, according to the plan of action.
  • Prepare and develop status reports as required by management.
  • Ensure proper filing of documents.
  • Ensure that the projects benefit those most in need of protection, and explore and assess new and better ways to assist.
  • Promote and share ideas for technical improvement, methods, and approaches and contribute to the development of materials and programmatic tools.
  • Promote the rights of refugees and displaced in line with the advocacy strategy.
  • Identify and report protection needs and gaps, and explore and propose new and safer ways to assist.
  • Contribute to the preparation of technical drawings and specifications for the implementation of Shelter/WASH activities.
  • Conduct regular needs assessments including joint school assessments with the Education CC and other CCs as relevant.
  • Contribute to calculating the bill of quantities (BoQ) and preparation of cost estimations aligned with standards and within the allocated budget.
  • Conduct quality control and provide technical support to NRC’s contractors.
  • Support the NRC Logistics and Finances Department in preparing the required documents for tendering processes for the implementation of Shelter/WASH activities (e.g. procurement of materials and contracting suppliers).
  • Coordinate with camp management authorities, UNICEF, UNHCR, and other INGOs. For Shelter/WASH needs across health, education, livelihoods, and protection actors in camps and settlements.
  • Handover services to beneficiaries (including Shelter, NFIs, Hygiene kits, and handover of construction/rehabilitation of schools and community buildings) including reconciliation of deliverables.
  • Monitor the progress of construction works and contribute to the process related to documentation of discrepancies or certificate of completion.
  • Hand over services to partners and beneficiaries (including Shelter/WASH infrastructure, O&M plans, and Hygiene Kits) including reconciliation of deliverables.
  • Provide input in the development of monitoring tools and use them to constantly observe and report on the quantity and quality of implemented work.
  • Budget tracking and monitoring for the KMN province.
  • Prepare and develop periodic progress and status reports as required.
  • Coordinate and exchange information with all CCs officers.
  • Participate in distribution missions in the area south.
  • RoD for completing the activities.

Requirements

Generic Professional Competencies:

  • At least 3 years of experience working with similar responsibilities in Shelter and WASH activities including construction or rehabilitation works or supervision.
  • Experience working with local communities is an advantage.
  • Additional experience in hygiene promotion and community engagement is an advantage.
  • Previous experience working in a complex and volatile context, preferably with experience in coordination with governmental bodies.
  • Previous experience working with similar organizations/construction companies.
  • Fluency in English and Persian, both written and spoken.

Context/Specific Skills, Knowledge, and Experience:

  • Bachelor's or Master's degree in Architecture, Civil Engineering, Water and Sanitation Engineering, Project Management, Construction Management, Public Health, or Environmental Sanitation.
  • Ability in related software such as AutoCAD, REVIT, MS Project, and Microsoft Office.
  • Ability to produce good quality reports in English and Persian within tight deadlines.
  • Comprehensive construction capabilities ensure effective onsite technical monitoring.
  • Basic knowledge of Iranian labor law, taxation regulation, and contract and project cycle management.
  • Capacity to work with project databases (such as distribution and beneficiary lists).
  • Experience working with NGOs/INGO is an advantage.
  • Experience working in refugee settlements or camp environments is an advantage.
