About NRC:
The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 75 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, food security, livelihoods, legal assistance, and water, sanitation and hygiene sectors. The Norwegian Refugee Council has approximately 6000 committed and competent employees involved in projects across four continents. NRC runs the world's largest standby roster NORCAP, with 650 professionals, ready to be deployed on 72 hours' notice when a crisis occurs.

NRC in the Islamic Republic of Iran:

NRC started operations in Iran in 2012. We currently deliver humanitarian assistance in 10 provinces in the sectors of Education, Food Security and livelihoods, Water, Sanitation and Hygiene (WASH), Shelter construction, as well as Information, Counseling, and Legal Assistance (ICLA). We co-lead several technical inter-agency working groups and provide capacity building to humanitarian partners in the country. Next to our programs, NRC Iran also built an advocacy unit to develop joint messages and initiatives among INGOs to improve rights of the displaced. Following several recent breakthroughs, NRC Iran is scaling up substantially its activities in support of the Government of Iran's efforts towards an estimated 3,6 million Afghans residing in the country and is expanding its program unit.

Duties and Responsibilities:

The purpose of a Logistic Coordinator is to implement delegated areas of logistic responsibility and deliver a variety of procurement and other logistics related activities, including management of warehouse, fleet, distribution and asset.

Generic Responsibilities:

These responsibilities shall be the same for all positions with the same title. Details belong in the Work and Development plan.

  • Compliance with adherence to NRC policies, handbooks, donor guidelines/auditor requirements, SOP, and implementing anti-corruption policy.
  • Implement NRC’s logistic systems and procedures.
  • Coordinate timely operational planning and management of logistic activities.
  • Ensure that local SOPs regulate procedures, and perform periodic checks.
  • Coordinate market assessment within the scope and request of program/project developers.
  • Prepare and submit reports and analyses.
  • Ensure proper filing of all support documents.
  • Support line managers in procedures and require support team training related to logistics.
  • Line management of the logistic team including recruitment and performance management.
  • Provide anti-corruption, transparency, and cost-efficiency focus in all processes (e.g. in procurement, vehicle management, asset management)

Specific Responsibilities:

This section shall be revised whenever the context changes significantly. Examples of responsibility to add are described in the overview of NRC Logistic support roles.

  • Lead and monitor ongoing and foreseen procurement to be in line with NRC’s SOP and Logistics Handbook.
  • Review Contract, Purchase Order, Payments, and relevant verification to ensure it is compliant in terms of supporting documents.
  • Develop and manage Framework Agreements (FWA) and prequalified vendor lists in different scopes for better and more efficient procurement procedures.
  • Monitor NRC’s procurement archive to ensure all required supporting documents are properly recorded for audit purposes.
  • Develop Projects Procurement Plans and ensure PPPs are implemented efficiently.
  • Manage and monitor Procurement, Fleet, Warehouse, and Assets and submission of monthly Logistics KPIs reports based on latest updates.
  • Coordinate with other divisions, e.g. Programme, to ensure required procurement is smoothly proceeded according to the project deadline while NRC’s logistics and financial rules and procedures and standards are followed and applied.
  • Provide input on operational support in proposal development, and coordinate and align operational support with program plans.
  • Train the Logistics team on NRC logistics Handbook, logistics policies, and guidance as needed.
  • Report all potential fraud cases to the Line Manager.
  • Regular dissemination of relevant logistics information to guide decision-making by other stakeholders, through reports, circulars, meetings, etc.

Requirements

Generic Professional Competencies:

Generic professional competencies are competencies required by any individual in this or a similar role, in any location in NRC.

  • Experience working as a Logistic Coordinator (or senior officer) preferably in a humanitarian/recovery context.
  • Previous experience from working in complex and volatile contexts.
  • Documented results related to the position’s responsibilities.
  • Knowledge of own leadership skills/profile.
  • Fluency in English, both written and verbal, as well as Persian (Farsi).

Context-Related Skills, Knowledge, and Experience:

Context-related competencies are the knowledge, skills, and experience required because of the context, location, and/or current priorities in the role

  • People and team management capability.
  • Conflict management skills.
  • Knowledge of Iran's market in different sectors in an asset.
  • University degree in Industrial Engineering. Management, Business Administration, Marketing, or a similar field.
  • Work experience in supply chain management, e.g. procurement, price negotiation, contract management, as well as asset management, car fleet, and warehouse.
  • Experience and ability to train others, facilitate workshops and transfer knowledge.
  • ICT knowledge: ICDL, Microsoft Office, Excel, PowerPoint; any ERP system.
  • Strong ability to write reports and official correspondence.
