To use technical skills and provide technical services including but not limited to:
External Interference affairs management; including processing, raising tickets, and providing reports and letters.
Technical reports preparation regarding spectrum management; including requests, violation checks, and spectral efficiency, etc.
Spectrum fee calculation.
Checking cases with radiation exposal agenda and interaction with the Communications Regulatory Agency (CRA) and Atomic Energy Organization of Iran (AEOI) in this regard.
Providing IP and DNS domain reports and letters.
To follow up all required technical resources that are critical drives for Mobile Network Operators’ (MNOs) business allocated to MTNIrancell by CRA, Telecommunication Company of Iran) TCI (Telecommunication Infrastructure Company (TIC); such as Spectrum (RAN/MW), Telecom facilities, Transmission, GI, etc.
To provide technical analysis and support on any regulatory decision, policy, regulation, legislation, or approach.
To provide input into the competition complaints to the manager regarding the anti-competitive actions of TIC and TCI as incumbents or the other operators in the allocation and sharing of defined resources and services.
To support the manager in considering MTNIrancell concerns from a technical point of view in interconnection, national roaming, MNP, MVNOs, IP-TV, etc. for data-driven decisions.
To review the technical terms and conditions in the regulatory contracts based on MTNIrancell’s Licenses, resolutions, and technical concerns and comments.
To collaborate with the Regulatory Analysis Team to support MTNIrancell’s technical requests and demands in existing and upcoming resolutions by valuable benchmarks, best practices, ITU recommendations, or MTN Group’s experiences.
To provide regular reports regarding the requested and allocated technical resources and possibilities (such as spectrum frequency, numbering, essential facilities, transmission, access, and internet) to MTNIrancell by CRA, TIC, TCI, etc.
To collate, compile, and prepare required reports and regulatory submissions for consultations.
To follow up and coordinate efforts with related parties for new frequency spectrum allocation, based on defined approaches by CRA including auction preparation, spectrum secondary market, etc.
To maintain strong communication with CRA for following up MTNIrancell demands and answering related queries.
To follow up on the raised frequency interference and radiation with the other Licensees from CRA to address the issues.
To monitor local market and competition conditions and report level-playing field actions in resource allocation happening by CRA.
To follow up on radiation exposing claims raised by letter or 195 complaints, cooperation check and analyze with the network to optimize and limit radiation value to approved criteria.
To collaborate with other internal teams to receive the technical requests and demands for facilities, radio frequencies, transmission, access, internet bandwidth, etc. from NW Division (Core Planning) and CPG Division (Project Support) to raise to TCI, TIC, and CRA.
To follow up with CRA, TIC, TCI, or any other Licensees to allocate the required infrastructural facilities, transmission, access, internet bandwidth, etc., based on the Licenses and resolutions.
To collaborate with Regulatory Compliance and the NWG team to convince CRA to meet the company’s coverage obligation.
Requirements
At least 3 years of working experience in mobile network planning and optimization; with at least one year of experience in data collection and manipulation processing and reporting; at least one year of working experience with the regulatory body.
