Job Description

Reporting to the CTO, the network operations center manager is responsible for managing and coordinating the NOC team to ensure that the networking system runs efficiently without interruption. He will be responsible to manage customer services, the accounting for service assurance with a proactive network/service monitoring and service restoration tools. He will be responsible to manage the NOC team that will be the prime customer contact in receiving fault cases from customers and dispatching services related events to customers, service partners as well as equipment vendors. The NOC team will also perform the service commissioning and testing. Duties and Responsibilities: - Build NOC and lead NOC team - Develop, maintain and continually improve the operations procedures for NOC - Lead the team members to execute the daily O&M routine jobs to maintain the systems are run in good performance. - System surveillance and close monitor the systems running in the network - Provide the first line support on the platform due to system-fault or complaints made by customers. - Response to fault-tickets and perform the initial investigation with fix, if possible - Report fault case to the suppliers if found, and keep track of its status - Provide corrective and preventive measures for network outage - Manage the network outage in round-the-clock basis in order to minimize the network service interruption. - Work with Engineering team and vendors to perform fix or patch verification, result analysis and implementation. - Prepare performance reports to monitor the quality performance of network services - Work with Core Network team to provide quality of service and quality of experience and select the most appropriate option.

Requirements

- University Degree required; Communication Engineering - 7+ years of Operation and Maintenance Experience - Good troubleshooting skills; Advanced troubleshooting skills on IPTV Head End platform with HD is a plus - Has a good understanding of the IPTV industry, technology, VOIP and networking protocols; knowledge on STBs is a plus - Technical Support experience in IPTV domain with any Telecom Operator is a plus - Experience in IPTV Digital Technology: Receivers, De scramblers, IP Streamers, SDI / ASI Routers, L-Band switches, nCC etc. - IP Network topology knowledge with Multicast network and MVPN - IP Protocols: TCP/IP, IGMP, OSPF and PIM-SM - Windows XP/2003, Unix and Linux System Administration experience - Knowledge in Audio / Video standards (MPEG, MPEG-2, MPEG-4, H.264, WMV) - Good interpersonal skills to provide excellent customer service - Have working experience on setting up the Company Operating Procedures (COP) and / or Working Instructions (WI) - Willing to attend Emergency Call Out in 24 hours basis - Excellent analytical skills - Excellent English language skill - Proven ability to manage and lead large team of technical people - Good communication skills both verbal and written enabling him to communicate about networking issues effectively
