Generic responsibilities: ● Develop the monitoring, evaluation and learning strategy, responding to contextual challenges, also ensuring alignment with the regional strategy and global M&E framework, policy and strategy. ● Develop CO specific M&E SOPs responding to contextual challenges, according to NRC’s M&E minimum standards ensuring necessary resources. ● Technical input to programme monitoring and evaluation plans, including methodological guidance and resource planning. ● Ensuring the rollout and use of global and regional M&E developments at the CO level; leading new technical developments to respond to M&E needs in the context. ● Provide technical M&E support, guidelines and capacity building across the CO. ● Line manage CO M&E staff and capacity building for area office M&E staff. ● Ensuring learning moments are institutionalised in the CO, with systems in place for analysing and using M&E data and supporting programme and CMG to interpret and use learning for strategic and programme decision making. ● Ensure planning and quality control of all monitoring and evaluation activities throughout the PCM cycle, including technical support for the theory of change, M&E plans, indicator reference sheets, data quality assessments and evaluation processes. ● Ensuring systems and processes are in place to ensure high-quality reporting in NRC’s global output and outcome reporting system. Specific responsibilities: ● Coordinate and facilitate planning and implementation of evaluations at the country level in collaboration with senior management and relevant programme staff, including implementing systems for tracking evaluation management responses. ● Contribute to fundraising by ensuring robust TOCs, M&E plans, log frames, M&E activities, budgets and staffing are incorporated into programme and project proposals. ● Develop and maintain key M&E tools and documents, including macro log frames, theories of change, M&E Matrices, etc., engaging where appropriate with the programme team early on in the formulation and proposal stages to ensure that the M&E regimes proposed to donors are optimal. ● Set up adequate M&E reporting process, data management flow and tools to ensure timely availability of quality data for reporting. ● Plan and implement output and outcome-level monitoring systems, providing technical leadership on the development of tools and methodologies, ensuring accurate and timely reporting of indicators into donor frameworks/reports, and GORS. ● Insure adequate M&E structure and conduct inductions and M&E training for field programme staff according to internal guidance and contextual needs. ● Support HoP in the development and implementation of the country learning plan that aims to up-skill NRC Iran mission staff in critical areas pertinent to the success of the NRC Iran strategy, This includes support with lessons learned activities following the closure of grants, supporting the theory of change reviews. ● Support capacity building and ways of working with locals, defining clear roles and responsibilities and providing training and technical support to NRC partners to ensure adequate M&E process, data management and information flow, data verification, data quality check, the reporting process and accountability. ● Oversee and consolidate the operation of an accountability system, including standardized methods of handling complaints and feedback, adapted to the specific context of Iran; Ensure regular system review for its relevance and functionality. ● Lead on the improvements in the data management process.

Requirements

● 5 to 7 years of demonstrated management experience in design, implementation, and oversight of monitoring, evaluation, and research for large to mid-scale international projects or programs. ● Advanced degree in economics, research methods, social sciences, or a related field. ● Technical competency and prior experience implementing various program evaluation methodologies and approaches. ● Understanding of data and information needs for program management and decision making. ● Experience in working with local partners and civil society; and supporting partners to implement M&E. ● Strong experience in facilitating trainings and capacity building initiatives particularly working with partner organizations. ● Excellent analytic, communication, interpersonal, writing, collaboration, problem-solving, planning/organizing, and facilitation skills. ● Advanced experience in qualitative and quantitative data analysis and tools. ● Strong analytical and computer skills, including MS Office suite required. Experience using additional software such as Power BI, CommCare, Survey CTO, Kobo, ODK, etc. preferred. ● Fluency in spoken and written English. ● Experience in supporting M&E for one of NRC’s core competencies is an asset.
