
Job Description
Defining, coordinating and monitoring the medical activities under his/her responsibility according to MSF protocols, standards and procedures in order to ensure the delivery of quality medical care for patients and their communities as well as to improve the health condition of the target population
Represent the values and principles of MSF and maintain ethical and professional conduct with all patients and referral medical facilities’ authorities.
• Coordinating, assessing and supervising the proper functioning of the medical activities (HIV, TB STIs, SGBV, etc.), according to MSF protocols, standards and procedures and through the cor-rect compilation and analysis of medical data regarding patients’ health conditions.
• Participating in the definition of annual planning and budget for the project and in the follow-up of the programs / project. Supervising and ensuring that medical activities objectives under his/her responsibility are achieved, reporting to the technical referent any problem arising in the service
• Checking all administrative procedures related to patients’ follow-up (individual card filling, regis-ters, paper exit, discharge, transfers ...) are carried out correctly and according to MSF proce-dures.
• Ensuring efficient pharmacy management and monitoring the rational use of them. In coordination with the project biomedical service, supervising the appropriate use of medical devices and antici-pating future needs. Preparing the medical orders needed to implement the medical activities un-der his/her responsibility, and identifying and reporting to the line manager, non-medical support needs (material, infrastructure, transport, etc.)
• Coordinating and monitoring the daily working plan of the team under his/her responsibility (ab-sent personnel, vacations, tracking leaves ...). Participating in shifts and replacing a doctor, if necessary.
• Planning and supervising, in close coordination with the HR department, the associated processes (recruitment, training, performance evaluation, development and internal communication) of the staff under his/her responsibility in order to improve staff capabilities and to ensure both the sizing and the amount of knowledge required
• Participating in the monthly reports according to guidelines (i.e. SitReps, medical statistical re-ports, etc.).
MSF Section/Context Specific Accountabilities
Target Population
The Medical Activity Manager will ensure that services are adapted to and accessible for the target group population as described in the project document, which includes:
• Afghan migrants & refugees plus vulnerable Iranians
• Patients diagnosed with NCD conditions
• Patients attending SRH services
• Key populations elligible for screening of infectious diseases(Hepa B/C & HIV) & treatment of Hepatitis B positive cases within Panah Merh Centre. Referal of other infections as described below.
• Management of Sexual Violence survivors according to protocol together in a multidisciplinary team.
Strategy, Planning, and Program Development
• Know the project objective and implementation strategy as laid out in the Logical framework.
• Understand MSF guidelines & protocols and ensure implementation accordingly.
• Support in development of any Medical related strategies & SoPs in place & ensure team is applying them in Kerman Project.
• Together with PMR, translate project objectives and medical indicators into operational activity plans, workflows, and schedules.
• Ensure collaboration with OPD referral clinics for patients referred for care with susequent follow up with results for care continuation in Panh Merh centre. Work closely with referral doctor/PMR.
• Ensure linkage of care to other services within the clinic via internal referrals.
• Contribute to project planning, budget forecasting, and activity prioritization related to medical activities at Panah Merh Centre.
Clinical Oversight and Quality of Care
• Ensure medical services are delivered in line with MSF guidelines, evidence based practices, and national standards.
• Supervise the clinical practices of medical doctors & midwives, including assessment, case management, and follow up.
• Support correct application of protocols for:
• All medical consultations
• Non communicable diseases (NCD)
• Treatment of infectious disease specificall Hepatitis B
• Work together with the MH team to ensure the medcial doctors identify and refer patients in need of MH care to the MH team.
• Take lead on medical case discussions, reviews and audits such as prescription analysis.
• Participate actively in IPC committee meeting and support IPC focal point in delivering IPC standards in Panah Merh centre.
• Promote a patient centered, ethical, and confidential approach to all with an emphasis to NCD patients.
Team Management and Supervision
• Manage and supervise medical team (doctors) with support of Nurse Team leader leading the team of nurses in the nurse realetd activities.
• Organize daily and weekly work schedules, duty rosters, and leave planning for the medical doctors.
• Provide regular clinical and managerial supervision, coaching, and feedback to the doctors/nurses.
• Identify training needs and contribute to capacity building and professional development plans.
• Participate in onboarding and performance evaluation of medical doctors under your supervison.
• Foster a supportive, respectful, and collaborative working environment, with attention to staff wellbeing and burnout prevention.
Continuity of Care and Referral Systems
• Ensure continuity of medical health care across Panah Merh centre, and referral pathways.
• Establish and maintain internal and external referral and counter referral mechanisms.
• Together with PMR, referral doctor and partners PM, develop a link between Panah Merh and referral centres for our referrals
• Support follow up of patients with chronic conditions.
Data, Monitoring, and Reporting
• Ensure accurate and timely collection of mental health data in line with MSF reporting requirements.
• Monitor key indicators (e.g. number of consultations, follow up rates, diagnostic profiles).
• Analyze trends to identify gaps in access, quality, or service utilization.
• Contribute to routine medical reports at project and coordination level.
• Flag unusual trends, protection concerns, or quality issues to the PMR and coordination team.
Coordination
• Participate actively in project coordination, medical meetings.
• Ensure effective communication and collaboration between medical, nursing, SRH, CHWs,pharmacy, and support teams. Respect communication channels with emphasis to partners.
• Focal person for Staff medical care in case of first aid needs during working hours ( MSF provided medicall first Aid box).

Requirements :
Education : Medical Doctor degree. Desirable specialization or training in NCD and Infectious diseases
Experience : Essential 2 years of working experience related to the diploma/degree. Desirable previous NGO experience.
Languages : Farsi and English languages are essential.
