About NRC:

The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 75 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, food security, livelihoods, legal assistance, and water, sanitation, and hygiene sectors. The Norwegian Refugee Council has approximately 6000 committed and competent employees involved in projects across four continents. NRC runs the world's largest standby roster NORCAP, with 650 professionals, ready to be deployed on 72 hours' notice when a crisis occurs.

NRC in the Islamic Republic of Iran:

NRC started operations in Iran in 2012. We currently deliver humanitarian assistance in 10 provinces in the sectors of Education, Food Security and livelihoods, Water, Sanitation and Hygiene (WASH), Shelter construction, as well as Information, Counseling, and Legal Assistance (ICLA). We co-lead several technical inter-agency working groups and provide capacity building to humanitarian partners in the country. Next to our programs, NRC Iran also built an advocacy unit to develop joint messages and initiatives among INGOs to improve the rights of the displaced. Following several recent breakthroughs, NRC Iran is scaling up substantially its activities in support of the Government of Iran's efforts towards an estimated 3,6 million Afghans residing in the country and is expanding its program unit.

Duties and Responsibilities:

The purpose of the Livelihoods and Food Security Officer is to implement the Livelihoods and Food Security related projects under the supervision of the Livelihoods and Food Security Coordinator and with support from LFS Specialist. He/she will also provide input and ideas to the Livelihoods and Food Security Coordinator with regard to the design and development of projects related to his/her Core Competency within NRC Iran. The following is a brief description of the role.

Generic Responsibilities:

  • Compliance and adherence to NRC policies, guidance, and procedures.
  • Implement delegated project portfolio according to strategy, proposals, budgets, and plan of action.
  • Prepare and develop periodic progress and status reports as required by LFS Coordinator.
  • Ensure that projects target beneficiaries most in need and explore and assess new and better ways to assist.
  • Promote and share ideas for technical improvement, especially with regard to targeting and inclusion of the most vulnerable beneficiaries.
  • Explore partnership options with NGOs, the Government, training institutions, UN agencies, and the private sector.
  • Ensure that procurement, development, and distribution of materials and equipment are timely and in accordance with NRC procedures and proper documentation of project files.
  • Promote the rights of refugees in line with the advocacy strategy.
  • Identify and report protection needs and gaps, and explore and propose new and safer ways to assist.

Specific Responsibilities:

  • Assist the LFS Coordinator in the preparation of gap analyses, proposals, budget utilization reports/analyses, and other relevant documentation ensuring accuracy and consistency with NRC’s rules and regulations.
  • Conduct constructive relationships and communication with the provincial counterpart.
  • Coordinate the implementation of program components/activities at the local level, in close collaboration with the communities, partners, and local authorities.
  • Ensure proper filing of all project documents within the LFS unit.
  • Prepare and develop periodic progress and status reports as required.
  • Coordinate and exchange information with all CCs officers.
  • Participate in distribution missions in the area south.
  • Perform any other tasks within the LFS unit given by the LFS coordinator.
  • Track and monitor budgets pertaining to the Kerman province.
  • Responsible for SSD and RoD of Kerman distributions.

Requirements

Generic Professional Competencies:

  • At least 2 years of work experience in a humanitarian or development context.
  • Strong Technical Core Competency expertise.
  • Documented results related to the position’s responsibilities.
  • Experience working with NGOs/INGO will be a plus.
  • Experience responding to natural disasters will be a plus.
  • Fluency in English and Persian, both written and spoken.

Context/Specific Skills, Knowledge, and Experience:

  • Bachelor’s degree in Social Sciences, Development Studies, Business Studies, Nutrition, or other relevant disciplines.
  • Ability to provide high-quality technical analysis and assessments.
  • Ability to produce high-quality professional reports in English and Persian within short deadlines.
  • Excellent time management skills to meet tight deadlines Knowledge of the refugee context in Iran and Afghanistan.
  • Capacity to work with project databases (such as distribution and beneficiary lists).
  • Previous working experience in Kerman province, and with the local communities will be considered as a plus.
