Job Description

At Ava Tejarat Saba (Modalal Group), we are looking for an experienced HSE Manager to lead and continuously improve the Health, Safety, and Environmental management system at our grain terminal.
The successful candidate will be responsible for protecting employees, contractors, facilities, and the environment by identifying and controlling operational risks associated with grain receiving, conveying, storage, and loading activities. The role will also provide site management with accurate HSE reporting, risk analysis, and actionable improvement plans.

Key Responsibilities:
• Develop, implement, and continuously review HSE policies, procedures, risk assessments, Job Safety Analyses (JSAs), and HSE programs in line with site activities and applicable legal requirements.
• Monitor combustible dust and explosion risks, ignition sources, ventilation and dust collection systems, dust accumulation, hot work activities, and equipment guarding, and coordinate corrective actions with Operations and Maintenance.
• Manage and monitor the Permit-to-Work (PTW) system, confined-space entry, work at height, electrical work, and contractor activities across all shifts.
• Oversee safety during ship unloading, conveyor and elevator operations, silo activities, truck and railcar loading, vehicle movement, and pedestrian access.
• Identify unsafe conditions and ensure timely implementation and closure of corrective actions.
• Participate in pre-startup safety reviews, testing, commissioning, and handover of safety systems, and ensure outstanding HSE actions are closed before safe operation.
• Plan and monitor the inspection, testing, maintenance, and readiness of fire detection and suppression systems, the firewater network, and emergency response equipment.
• Develop and maintain emergency response plans for scenarios including fires, dust explosions, falls, entrapment, material spills, and transportation incidents.
• Conduct emergency drills and assess the emergency preparedness and readiness of personnel across all shifts.
• Lead the reporting and investigation of incidents and near misses, conduct root-cause analysis, define corrective and preventive actions, and monitor their effectiveness through closure.
• Lead occupational health programs covering exposure to dust and noise, ergonomics, medical examinations, and occupational health surveillance in coordination with qualified specialists and relevant authorities.
• Monitor environmental aspects including waste management, air pollution and dust emissions, runoff, and chemical handling, and follow up on relevant environmental permits and obligations.
• Develop and deliver HSE training and induction programs for employees and contractors.
• Promote a proactive safety culture and encourage hazard and near-miss reporting.
• Lead, develop, and monitor the competence and performance of the HSE team.
• Define, monitor, and report leading and lagging HSE indicators, provide trend analysis and improvement plans to management, and ensure agreed actions are followed through to completion.

Qualifications & Experience:
• Bachelor’s degree or higher in HSE, Safety Engineering, Occupational Health, Environmental Sciences, or a related field.
• Minimum 8 years of relevant HSE experience.
• Preferably 4+ years of experience in an HSE supervisory or management role.
• Experience in port operations, grain terminals, silos, food processing, bulk logistics, or a comparable industrial environment is highly desirable.
• Hands-on experience in risk assessment, contractor management, Permit-to-Work systems, incident investigation, emergency preparedness, HSE auditing, and legal compliance monitoring.
• Practical knowledge of combustible dust and dust explosion hazards, ignition source control, dust collection systems, machine safety, and safe work practices for silos and conveyors.
• Proven ability to lead an HSE team and work effectively with Operations and Maintenance teams.
• Strong capability in preparing HSE reports, analyzing performance indicators, and presenting findings and improvement plans to management.
• Familiarity with HSE management system standards and relevant technical requirements.
• Proficiency in Microsoft Office and HSE documentation.
• Ability to work with English technical documents is an advantage.
