Role and responsibilities: The purpose of the HR officer position is the day-to-day implementation of the HR and Administration functions responsibilities. Generic responsibilities: ● Ensure adherence with NRC policies, tools, handbooks, and guidelines. ● Implement HR and Administration function portfolio according to the plan of action. ● Prepare and develop status reports as required by management. ● Ensure proper filing of documents. ● Promote and share ideas for improvement of the support function. ● Promote the rights of refugees and displaced in line with the advocacy strategy. ● Identify and report protection needs and gaps, explore and propose new and safer ways to assist. Specific responsibilities: ● Responsible for Country Office recruitment processes from A to Z ● With the assistance of HR Technical Assistant, coordinate new joiners Pre-Employment administrations and arrangements including Contracts and Personal Folders and needed arrangements with relevant hiring managers and Support Functions. ● Ensure proper induction procedures are in place. ● Support HR Coordinator and HR Technical Assistant in monitoring compliance to Recruitment SOP within Area Offices. ● Support HR Coordinator in the implementation of NRC Iran Candidate Pool Strategy. ● Contribute to yearly Performance Management action plans and follow-ups with relevant stakeholders. ● Ensure compilation of proper individual files and relevant trackers for NRC employees at country level, in coordination with HR Technical Assistant. ● Manage yearly contracts and amendments in collaboration with HR Technical Assistant.

Requirements

Generic professional competencies: ● Minimum 3 years of experience from working in the same position. ● Previous experience from working in complex and volatile contexts. ● Documented results related to the position’s responsibilities. ● Excellent knowledge of English both written and spoken. Specific skills, knowledge, and experience: ● Minimum Bachelor's degree in HR and Administrative Management or any other relevant field(s). ● Minimum 2 years of hands-on experience in end-to-end recruitment. ● Previous experience with regards to Performance Management is a plus. ● Previous experience in International Humanitarian Organizations is a plus. ● Proven knowledge and skills related to Human Resources and Administration in the Iranian context and Iranian labor law. ● Fluent in Microsoft Office applications (Word, Excel, PowerPoint, and Outlook).
