Job Description
Purpose of Position: - Responsible to apply the 5 rights of procurement and supply (price/cost, quality, time, quantity, and place) to any required goods or services in the area of responsibility (OMV IRAN Band-E-Karkeh FD project), including contract management, supplier/contractor management and claims management. - Liaise with nominated Project Procurement Manager regarding execution of tasks. Key Responsibilities: Strategy 2 Improvement (S2I) - Create savings and improve efficiencies through negotiations with suppliers - Operate cost model analysis and support full transparency of spend - Extrapolate data on historic demand to calculate forecasts of demand to be communicated to suppliers and other relevant stakeholders - Support identification and analysis of strategic optimization levers - Collate data for market analysis - Support development of spend strategies for specific local / regional spend (i.e. initiatives for improvement) - Support definition and alignment of targets for certain initiatives Source 2 Contract (S2C) - Compile timely and accurate invitations to tender (ITTs) taking into account the requirements of stakeholders - Carry out and record discussions with suppliers and markets in appropriate circumstances to develop improved commercial and technical solutions - Develop and transmit prequalification questionnaires to potential suppliers and check all details included in completed returns. - Check the details that have been included in bids completed by potential suppliers and highlight any discrepancies to colleagues or suppliers - Assess received bids in line with predefined evaluation criteria and make recommendations for tender awards - Complete tender award documentation notifying unsuccessful and successful suppliers - Contribute to the preparation of main types of contracts (e.g. Create Frame Contracts, Master Service agreements, etc.) based on the result of procurement processes - Create e-tenders and e-auctions Contract 2 Pay (C2P) - Execute purchase orders (including approvals) and track orders - Support claim management - Support execution of contract re-negotiations and prolongations - Ensure appropriate documentation of orders and change orders - Support creation of e-tenders and e-auctions Supplier 2 Performance (S2P) - Operate and support the implementation of contract management systems and implement a tool to identify deviations from planned performance - Compare service performance against planned service levels and take corrective actions to improve - Manage suppliers and contractors with regards to the procurement jobs you have been made responsible for (evaluation, development, etc.) General: - Involve and support all management and support processes for corporate procurement, e.g. implementing procurement strategy, procurement governance, controlling, HR and IT management - Be responsible for health, safety, security and protection of the environment at the workplace, participate in HSSE trainings according to competency maps, and contribute to integrate HSSE into the company culture. Promote our guiding principles (based on OMV Foundation) and act as a role model To the above-mentioned responsibilities, it is possible that some others (related to the job) will be added by your Line Manager, if business will require so. In case the changes in the job content are significant, a new Job Description will be prepared by your Line Manager.
Requirements
Education: - BA/BSc plus 1-3 yrs. of experience OR equivalent combination of education & experience [e.g. trainee, apprenticeship] Subject of Education: - Business or relevant technical field - Relevant professional experience: 1-3 years – preferable in similar project(s) in IRAN (e.g. with NIOC) Others: Experience and Expertise in: - Functional procurement knowledge - Maintain up to date overview/knowledge of local/regional supplier market (Market analysis, Optimization levers, Cost analysis, etc.) - State-of-the-art transactional procurement procedures (tenders, negotiations, contracting, and purchase to pay) including understanding for public procurement if applicable - Shall have at least basic knowledge of contracting standards in IRAN (e.g. with NIOC) - Relevant technological understanding and experience of the key supply markets are an advantage - Experience in leadership and management, specifically in managing cross-functional intercultural teams without having (direct) reporting line relationship - State of the art IT skills, with a focus on SAP procurement modules, others are MS Office, Procurement applications, etc. - Language: Local language and decent English is a must
