The purpose of the Core Competence Specialist position is the technical development of the specific CC, strategic direction and quality assurance, the CC strategy, and quality control. The CC Specialist is responsible for mentoring, training, and capacity-building staff in CC technical capacity.

Generic Responsibilities:

  • Develop ICLA strategy, technical guidance, and Macro LFAs to align with regional and global strategies and priorities.
  • Compliance with and adherence to NRC policies, guidance, and procedures.
  • Contribute to fundraising and lead on funding proposals, budgets, and donor reports.
  • Identify trends technical standards and donor priorities.
  • Follow up on compliance with contractual commitments within ICLA, and ensure high technical quality and synergies in project implementation.
  • Provide technical direction and project implementation support.
  • Ensure that key learnings are extracted from ICLA implementation, and incorporated across the CC including staffing development processes.
  • Provide systematic training and build the capacity of technical staff in approaches including cash-based interventions and marked-based programming through guidance, SOP development, and inter-departmental engagement.
  • Represent NRC in relevant forums/clusters, including with national authorities and donors.
  • Promote the rights of IDPs/returnees in line with the advocacy strategy.

Specific Responsibilities:

  • In coordination with the head of the program, lead donor engagement and funding for ICLA programming.
  • Produce regular briefs on topics relevant to affected populations, their ability to exercise their rights, and durable solutions.
  • Act as a focal point for NRC Iran with regard to regional discussions on ICLA programming.
  • Network and develop strong partnerships with key government and international counterparts.
  • Represent NRC at relevant working group meetings, including the protection working group.

Requirements

Generic Professional Competencies:

  • At least 4 years of experience within technical expertise area in a humanitarian/recovery context.
  • Experience working in complex and volatile contexts.
  • Core competency (ICLA) expertise.
  • Documented results related to the position’s responsibilities.
  • Knowledge of market analysis, cash-based interventions, and market-based programs.
  • Knowledge of own leadership skills/profile.
  • Fluent in English, both written and verbal.

Context/Specific Skills, Knowledge, and Experience:

  • Experience in senior Cluster, TWG, or TF coordination.
  • Experience in technical legal advocacy.
  • Experience in implementing LID, HLP, and ELP programming.
