About INTERSOS:

INTERSOS is a humanitarian organization on the front line of emergencies, bringing assistance to victims of armed conflicts, natural disasters, and extreme exclusion with particular attention to the protection of the most vulnerable people. Since 1992 our humanitarian workers have been helping people affected by humanitarian crises: we provide first aid, food, shelter, medical assistance, and basic goods. We ensure that basic needs, such as education, access to clean water, and health assistance are met.

INTERSOS in Iran:

Following the Taliban retaking power in Afghanistan in August 2021, which has created a sudden high influx of Afghan nationals in Iran, INTERSOS decided to assess opportunities to establish its presence in Iran. INTERSOS obtained approval from the government of the Islamic Republic of Iran for the establishment of its presence in Tehran - Iran in October-November 2021 and started conducting its joint activities in June 2022. INTERSOS activities in Iran mainly focus on the health/medical sector and how to support the existing health system in coping with the high number of new refugees and its impacts on local Iranians. In addition, some social activities around people with disabilities and children were linked to medical activities.

Responsibilities:

  • Project Development: Collaborate with the Project Manager, Project team, and consultancy firms (if applicable) to develop and refine technical specifications and programs for construction design processes.
  • Assessment and Documentation: Conduct or approve needs assessments for BoQs (Bills of Quantity) preparation. Support Operations in creating BoQs, tender documents, and contracts, ensuring accuracy and compliance with local codes.
  • Site Management: Monitor construction projects on-site to maintain high standards, budget adherence, and timely completion. Regularly communicate with contractors to align progress with project goals.
  • Stakeholder Engagement: Lead site meetings to address challenges, record minutes, and formulate strategies. Maintain productive relationships with all stakeholders, considering operational difficulties.
  • Project Adaptation: Manage design changes efficiently, securing approvals and minimising disruptions. Handle contractor variations and negotiations to ensure cost-effectiveness and proper documentation.
  • Financial Oversight: Oversee contractor billing, approve invoices, and maintain payment records. Resolve contractual disputes and ensure contractor adherence to INTERSOS policies and donor requirements.
  • Compliance and Representation: Apply INTERSOS Standard Operation Procedures (SOPs), National Building Code, and other standards. Represent INTERSOS during project implementation as needed.
  • Additional Tasks: Undertake tasks within one's specialty as directed by the line manager.
  • Travels: Regular visits to the field (national trips to Iran Provinces)

Requirements

Requirements:

  • Bachelor’s degree in civil engineering, construction, or architecture
  • At least five years of experience in delivering construction projects, with a strong understanding of local regulations and procedures. Prior experience in managing building construction projects is essential. Familiarity with WASH (Water, Sanitation and Hygiene) standards for construction or rehabilitation.

General Competencies:

  • Engineering Disciplinary Organisation certification (grade 2 or higher) is preferred.
  • Proficiency in MSP, Microsoft Office, AutoCAD, and familiarity with construction industry standard contract/document formats. Knowledge of related laws, technical codes, and project cycle management, including 2800 construction codes.
  • Excellent negotiation, communication, and interpersonal skills. Strong planning, organisational skills, and the ability to meet deadlines. Teamwork, results orientation, and quality focus are crucial.
  • Fluency in English (both written and spoken) is required. Computer literacy, and email management skills are necessary.
  • Ability to work under stress and maintain performance.
  • Possesses the capacity and flexibility to travel independently, without the need for supervision or personal restrictions.
