Job Description

Purpose of position: Provide Project Engineering support for Band-E-Kharkhe Project and potential future Projects in Iran in all phases to ensure high performance project delivery. Supports Senior Project Manager for execution of Major Upstream projects in Iran by effective coordination with different interfaces. Ensures application of standardized OMV project management philosophy and systems and optimizes the project delivery team. Key responsibilities: 1. Strategic / Commercial / Business & Front End Process: Applies Best Practice FRONT END LOADING principles and develops and defines the project specific maturation path. SPM together with the integrated project team develops key project deliverables (i.e. PIN, project scope statement etc.) and endorses approval through the project owner and key stakeholders (including senior management, commercial and marketing people, etc.). Understands the importance of industry best practices (FRONT END LOADING and solid HSSE rules) and assures that those principles are understood and taken care of by project team members. 2. Project Execution: Detailed Design, Construction / Installation or Operational Readiness / Assurance Supports to develop a Project Execution Plan including all relevant subplans highlighting all pertinent measures and resources as well as HSSE requirements, risks, constraints to implement the project in accordance with the PIN/project charter and associated success metrics. Shall ensure that all 3rd party companies (engineering & equipment contractors, project consultants) are selected, familiarized with OMV´s process safety requirements, local content requirements etc. and monitored and controlled in a professional way. 3. Contracting Develops in close cooperation with key project team members and based on the project scope statement / business case and key project strategies/plans (for Project Execution , Construction Execution, Risk Management, etc.) a contracting strategy ("African Flag"). Supports the decision making on the optimum contracting strategy to get approval by the project owner and assures communication to relevant functional leads within company. Assists the SPM with contracting/procurement and legal reps the negotiation efforts with e.g. FEED, EPC (M) contractors. 4. Procurement, Contracts & Claims Responsible that all 3rd party (engineering & consulting) services, equipment items, bulk materials get procured or contracted in accordance with relevant company standards and "local content requirements" as far as deemed necessary in due time. Ensures that all "Make or Buy" decisions are taken care of in due time and that all Relevant procedural requirements (i.e. project supply plans, claim management systems, etc.) are implemented throughout the project phases and endorsed by all functional leads including but not limited to accounting, insurance, legal, procurement, maintenance departments etc.. PM together with Asset Representative shall ensure that the project seamlessly integrates all relevant computerized management systems (i.e. CMMS etc.) as well as provides any data for all other operational departments. 5. Cost & Schedule Management Develops and implements, together with the project controls and relevant cost and schedule functional leads, Cost and schedule management plans during the early phases of the project and in accordance with international best practices as well as OMV principles. SPE further assures that cost and schedule updates are reported properly and in due time taking into account all relevant interfaces / updates / changes / risks that will have an impact on cost and schedule targets / deadlines. SPM assures that Earned Value Analysis & Progress Monitoring is conducted and that results are incorporated at least on a monthly basis. SPE has made personal experience with the volatile properties and "behavior" of cost and schedule estimates and will therefore decide in due time, when and how to apply relevant countermeasures and stakeholder management aspects. Interface and Coordination of all OMV reporting requirements. 6. Risk Management Actively manages project risks, ensures that risk management and risk acceptance criteria ("Leading Indicator Management") are in place and defined, risk response plans are elaborated and followed up by the relevant risk managers and owners. SPE decides which risks need to be escalated to executive management based on defined project specific risk acceptance criteria. Ensures that successful risk mitigation strategies are highlighted as Lessons Learned and get implemented in follow up projects. 7. Management of Organizational Capabilities Supports SPM to define a plan for all pertinent resources, especially staffing requirements that goes along with the defined scope of the project. Helps SPM and human resource department’s toll ensure that staffing needs/plans are addressed and taken care. 8. Quality Management (QA/QC), Document control Responsible along with SPM to define and setup an adequate Project Quality Management system covering quality assurance and quality control aspects of the project itself, as well as of all quality aspects of the product produced by the project together with project quality team. Quality management of the project shall cover any planning activities during the project maturation (engineering, technology planning etc.) whereas quality management of hardware/equipment items incorporate all activities including but not limited to factory acceptance tests especially for SCE´s, welding inspection activities on site etc.. SPE is obliged to plan for all relevant Costs of Quality (COQ). SPM decides together with the project documentation control representative about the needs and specifications for a professional document management system based on company standards taking into account contractor system interfaces to assure an efficient working environment within the project team. SPE needs to assure that relevant resource and budgetary requirements are planned and incorporated in the project budget. 9. Stakeholder Management & Communications Management Identifies stakeholders up to high levels with regard to people, organizations, NGO´s and manages their expectations in a highly professional way. SPE is familiar with the necessity to identify stakeholders during the very early phases of a project (IDENTIFY/ASSESS) and classifies them so as to define an approach strategy (i.e. power / influence grid) and finally controls the implementation of such a plan. Has demonstrated to be able to develop stakeholder management strategies for complex projects in multicultural organizations and difficult environments. Based on the project Stakeholder Management Plan SPM develops and approves a project communication management plan and assures that stakeholder expectations are properly managed and issues resolved and decision made in due time. 10. HSSE (Leadership) Ensures proper implementation of OMVs 8 GOLDEN RULES and all project relevant HSSE regulations (i.e. process safety, SCE´s etc.). Together with project HSSE manager develops project specific HSSE plan(s) and controls that each team member contributes accordingly to comply with a ZERO HARM strategy. SPE is accountable that the risk register is updated on a continuous basis in terms of HSSE and mitigation measures / risk response plans are implemented in accordance with ALARP principles. SPM is accountable to implement counter measures in case HSSE rules are not followed or jeopardized and assures that HSSE lessons learned are communicated and implemented in due time. SPE has to assure that contractors are trained and familiarized with OMVs' HSSE strategy. 11. PM Governance Participate and contribute in independent project reviews (Independent Peer / Gate and discipline reviews) and is also able to lead such review teams in case required. He is familiar with relevant standards and best practices in the Oil & Gas industry and is actively pursuing such assurance efforts. 12. OMV and external PM Standards Applies project management/ engineering relevant standards and procedures. Be responsible for health, safety, security and protection of the environment at the workplace, participate in HSSE trainings according to competency maps, and contribute to integrate HSSE into the company culture.

Requirements

Minimum-Requirements: - Education: University degree Master / Diploma - Subject of education: University degree in Engineering, Oil & gas, energy or petrochemical related area of expertise - Relevant professional experience: 8-10 years - Others: - Successful track record of managing large and complex upstream capital projects preferably within a multinational and complex or remote environment. - Competence Level 3 and Experience Level 3 as per OMV system - Ability to work in a multicultural environment - Demonstrated strong analytical, communication and influencing skills - A high personal commitment to HSE - Fluent command in English, knowledge of Persian language would be an advantage. - Strong understanding of Project Management and Business Development processes Ability and willingness to travel internationally.
