Job Description

  • Planning and supervising the procurement activities for goods, transport, subcontracted works, and services for the project and capital according to MSF standards and protocols in order to ensure a transparent and efficient procurement and supplier performance.
  • Received IR, analyze, and checked supply MSF codes, and budget codes, getting necessary approval and signatory based on the validation table.
  • Creates a purchase order and, if necessary, syncs on to the Coordination instance for the next purchase steps.
  • Follow up on all purchase processes in coordination and share information regularly with requestors.
  • Prepare report of exertion of the lifetime of items and share with supply chain team leader, supply manager (if any) or logistics manager, or logistics coordinator.
  • Support Inventory according to the schedule.
  • Provide expired items for further disposal.
  • Prepare supply document archive.
  • Planning and supervising the day-to-day procurement activities ensuring an efficient implementation of the procurement procedures in the project or capital, and ensuring compliance with MSF standards and protocols.
  • Regularly getting information from IST (Intersectional Support Team) about assessment of the market for new suppliers to supply the recurrent needs of the mission and seeking products/services that offer the best value for money within the shortest timeframes. Negotiating prices and proposing new suppliers to be validated by IST. Developing and maintaining relations with IST, and different suppliers in order to ensure a stable supply of goods or services.
  • Collect quotations and tenders following the MSF purchasing policy and provide updates on "item-supplier" data with collaboration IST: price, availability, quality, and lead time.
  • Together with the mission supply manager determine the purchase planning according to the incoming re-quests / orders, product availability (shortages/surpluses), delivery times, budgets, and other relevant factors.
  • Coordinate with the purchaser for a smooth purchase of goods and supervise the purchasers' activity, manage the purchasing budget, and settle advances with the finance department.
  • Communicate well with the storekeeper and know the basic function of the item as well as the inventory level.
  • Cooperate with the Finance department to make sure timely payment to suppliers is done.
  • Liaise with relevant stakeholders and secure transport means to ensure the smooth delivery of goods.
  • Archive purchasing documents regularly and be able to refer to the necessary information.
  • Regularly update the status to his/her supervisors and generate and submit the report on time.
  • Perform delegated tasks according to his/her specialty and as specified in his/her job description.

Requirements

  • Education essential technical diploma in the supply chain.
  • 1 year of experience in MSF logistics department, previous experience in supply chain activities.
  • Computer literacy.
