Job Description

The Head of Market Access & Public Policy Iran is a critical position and as a member of Roche Pars leadership team is responsible for co-creating and embedding long-term vision and strategy of the organization. This individual requires inspiring the Chapter to pursue our North Star: “Delivering better outcomes for more patients, faster” The role will be responsible for overall leadership of market access, regulatory affairs, price management, healthcare policy and company reputation for the affiliate. Visionary: Emerge from the internal and external environment an aspiring Roche Pars vision and translate it into clear prioritized outcomes for the Access & Policy Chapter. Instill this bold, shared vision and higher purpose in the Access & Policy Chapter and the entire network. Architect: Empower people and teams to self-organize, prioritize, and make great “game time” decisions. Shift the Access & Policy Chapter focus from tactics to achieve short-term objectives to achieving systemic improvements in the healthcare system through co-creation with government, NGOs, and providers Coach: Support every employee in the Access & Policy Chapter and the network build the skills and mindsets they need to succeed in identifying and executing projects achieving meaningful improvements in patient access to safe and effective medicines. Catalyst: Unshackle the Access & Policy Chapter and embolden employees. Support team members in overcoming key hurdles to realize their patient-centric objectives. Foster connections for the Access & Policy Chapter across Roche Pars and the Global network as well as key external stakeholders. Main Responsibilities: • Leads the implementation of Roche products economic strategy Leads the definition of the reimbursement strategy of the new products / indications • Instill the values of Respect, Courage, Integrity, Passion and Trust into the culture of the Access & Policy Chapter. • Guide and coach all the Access & Policy Chapter members to develop disease- and customer-centric Access & Policy strategies • Collaborate and co-create extensively with both internal (across Roche International) and external stakeholders • Optimizing Market Access through engagement and shaping Public Policy and brand value • Develop productive, meaningful and appropriate relationships with Government (Ministry of Health, IRFDA, CBI and, etc.), non-governmental organizations and patient groups to aid in strategic planning, investment, and ultimately improve treatment access and delivery • Lead the development of a strategic public policy plan to influence healthcare investments to improve the standard of care and access to safe and effective medicines in relevant disease areas • Oversee the formula listing application process, reimbursement list to insure optimal and timely access to innovative new therapies • Develop Chapter members to independently lead the development of innovative proposals to accelerate and increase access to the safest and most effective therapies currently available • Identify changes on the horizon, including relevant policies in relation to funding, provision of healthcare and treatment capacity. • Identify resources and complete specific tactical projects that support the agreed public policy and market access plans. • Support the Chapter members in producing high-quality external responses to relevant policies and discussion documents, as required. • Lead the early strategic analysis of local business potential for pipeline/compounds expected to enter the portfolio. Regulatory, Pricing & Health Economic for Access • Be the point of contact to collect and assess key information on regulatory & health-economic affairs, pricing and reimbursement. • Coach Chapter members to develop innovative long term strategies to increase access in benefit of patient • Empower the Chapter members to connect with Global Regulatory, Pricing and Health-Economic teams to anticipate local Registration & HTA requirements and develop local value pack Planning and Teamwork • Develop the Chapter to serve as internal experts on Access & Policy developments and to educate Integrated Disease Teams and the network on access & policy developments and strategies and tactics. • Support and work collaboratively with IDTs and chapters in relation to public policy, market access and issues. People Leadership / Management • Encourage and maintain a highly motivated and effective team with a performance-led culture, strive for excellence and strong focus on patient centricity. • Understand company business strategy and build, direct, manage and ensure the implementation and effectiveness of the chapters’ performance management system. • Understand company business strategy, enabling autonomous teams to deliver better outcomes to get more patients faster. • Build cooperative and collaborative team spirit to align well with company’s culture and new way of working. • Ensure compliance and people engagement are the way the chapter conducts business. • Provide leadership, coaching, mentoring, motivation & Training direction to the members in chapter. • Communicate clear performance expectations; ensure feedback / coaching throughout the team. • Hiring, assistance with filling gaps during vacancies, coordination of chapter rotations. • Develop high potential employees and provide career development opportunities for personnel. • Facilitates best practice sharing & networking • Enable the Integrated Disease Teams to ensure the resources and capabilities are allocated to achieve shared objectives Essential Accountability • As part of the Roche Pars Leadership Team, ensuring the Roche Iran license to operate • Ensure that all in-field activities are in line with relevant regulations, the IFPMA, local pharma code and Roche business principles and values • Is accountable for chapter member’s compliance to business ethics and regulations • All Roche employees are expected to practice high standards of compliance following Roche Code of Conduct with both external and internal policies and regulations as well as participate and be involved in SHE initiatives within the Company.

Requirements

Experiences • Degree on Pharmacy/Medical with post-graduation in health economics or degree on Economy with previous experience in the Pharmaceutical Industry or other Health Industry • 5-7 years’ experience in the Market Access / Pricing / HTA / Access & Policy function of MNC pharmaceuticals and other NGOs / Healthcare Authority relevant bodies. Qualifications • Business acumen & analytical skills • Decision making, learning agility • Excellent communication (for internal and external) and networking • Influencing and leadership skills (inspiring and empowering teams) • Health economic modelling experience • Regulatory, Pricing & Reimbursement understanding/knowledge • Industry & disease/therapeutic areas knowledge • Solid knowledge of country pharma law and regulations • Team working & collaborative mindset • Fluency in written & spoken English is a MUST
