Job Description

The objective of the role:

The Procurement Manager (also known as purchasing manager or Supply Chain Manager) who leads the supply chain team in the procurement department, is responsible for managing the company’s sourcing capabilities and supply chain. He/She is responsible for negotiating purchase agreements with suppliers and vendors in order to acquire goods and services of the highest quality at the lowest cost and time to reduce procurement expenses and manage Purchase Orders (PO) from start to finish.

Main Responsibilities:

  • Sourcing and engaging reliable suppliers and vendors.
  • Negotiating with suppliers and vendors to secure advantageous terms.
  • Building and maintaining long-term relationships with vendors and suppliers.
  • Evaluating and negotiating suppliers’ contracts.
  • Approving purchase orders and organizing logistics and delivery of goods and services.
  • Controlling the procurement budget.
  • Preparing procurement reports.
  • Ensuring compliance with all related laws, regulations, and standards.

 

  • Reporting to: Projects Managers and Managing Director.
  • Subordinates: Procurement Specialists.
  • Length of Probation Period: 3 Months.
  • Working hours: Saturday ~ Tuesday 8 am - 5 pm; Wednesday 8 am - 4 pm.
  • Travel requirements: Occasional travel within the country.

Requirements

University Qualifications:

  • Bachelor's degree in Commercial Management, Industrial Engineering, or other related field.

Nature and Length of Previous Experience:

  • At least 5 years of managerial experience in purchasing/logistics in EPC companies.
  • Proven working experience managing supply chain operations.
  • Demonstrated experience in executing contractual terms and conditions in conjunction with established purchasing policies.

Specialist Knowledge:

  • Fluent in English.
  • Fluent in German is a plus.
  • Familiarity with foreign purchase ordering and contracting.
  • Familiarity with international commercial law.
  • Familiarity with domestic and foreign purchasing processes.
  • Familiarity with order registration in SAMT (NTSW) and its regulations.
  • Familiarity with foreign currency remittances and obviating foreign currency obligations.
  • Familiarity with registering clearance licenses and order registration in the Communications Regulatory Authority (CRA) is a plus.
  • Familiarity with customs clearance, procedures, and requirements.
  • Familiarity with INCOTERMS rules and international transportation insurance.
  • Strong verbal and written commercial communication skills.
  • Strong negotiation skills with domestic and foreign suppliers.
  • In-depth knowledge of preparing and reviewing contracts, invoicing, and negotiation terms
  • Computer skills: MS Office (esp. Word, Excel, and Outlook).
