Job Description

Responsibilities and Tasks:
Apply medical knowledge and skills to diagnose and prevention. Carry out outpatient and inpatient consultations, prescribing the necessary treatment respecting MSF protocols.
Keep the patient and/or his/her family informed about the illness and provide appropriate explanations about the treatment to follow, checking they have understood.
Follow up the evolution of the hospitalized/IDP patients, through daily visits, consultations and examinations, prescribing the necessary treatment following MSF protocols, deciding whether they can be discharged or transferred to other departments – in collaboration with other doctors- and informing their family about the patient’s evolution.
Check and control the rational distribution of medicines and equipment under his/her responsibility and take care the quality, disinfection and sterilization of the medical material. Assure general compliance with standing hygiene standards.
Participate in the collection and analysis of epidemiological data, checking its validity and informing the line manager or project coordinator about any problem or complication of the patients illness, medical error and monitors the proper functioning of the department, equipment or material.
Ensure ongoing training of the medical/paramedical multidisciplinary team in order to optimize the quality of care.
Knows and ensures all MSF medical protocols are followed and implemented, checking universal precautions are followed at all times and reducing bio-hazard risks and improving infection control. Ensures professional confidentiality is respected.
Manage the team under his/her direct responsibility according to MSF HR policies and procedures, supervising their performance, organizing and scheduling shifts and rotations, directly participating in emergencies and on calls if necessary.

Specific Accountabilities for the Role:
Assure quality of care in the clinic.
Follow MSF protocol for the management of Hepatitis C.
Record any observation, request for further investigation, results of investigations or treatment given to patients in their medical files.
Lead the management of emergency cases according to resources available and plan for further management when needed.
Inform (and consult if necessary) Project Medical Referent or Project Coordinator about any referral cases.
Be aware of “reportable diseases” list of MOH and follow the protocol for such cases.
Collaborate in the preparation of the list of purchase of drugs.
Provide technical support to midwives on management of specific patients, especially for patients’ assessment, treatment and follow up, consulting the patients when needed.
Follow the referral criteria of the Referral Policy.
Communicate with Medical Referent concerning every prescription of drugs outside MSF list.
Contribute to the networking building and to the collaboration with other health structures in the area.
Collaborate with the referral nurse in the communication with referral structures to ensure quality care to the beneficiaries.
Provide medical consultations during mobile clinics and compulsory camps in respect of MSF guidelines.
Perform minor surgeries, wound dressing/ management etc.
Respect rational prescription of medications specifically antibiotics.
Act as a MH gap GP after passing the approved training.

Patients’ follow up:
Schedule the follow up appointments for patients when needed and record them in patients’ files.
Follow up the patients under Hepatitis C medications in collaboration with Infectious Diseases Focal point, according to MSF protocols.

Data Collection:
Collect statistics in a complete manner, according to identified indicators, to monitor needs and performance of the activity.

Others:
Know, respect, and implement MSF principles (charter), rules and regulations in daily activities.
Contribute to the improvement of care in the clinic.
Attend general and medical team meetings and any meeting requesting the presence of a medical doctor.
Maintain an effective and respectful communication with colleagues and supervisor.
Work in close collaboration with all the staff in the project.
Participate trainings provided by MSF and/or external facilities to update medical knowledge and practice related to the job.
Flexibility in terms of working hours and workplace conditions.

Requirements:
Education: A Medical Doctor diploma is essential.
Experience: 2-year experience minimum as a Medical Doctor or in clinical work (can be within medical training). Desirable in tropical medicine, or post-registration experience in Public Health, obs and gynae, pediatrics, A, infectious diseases, HIV/AIDS/STDs, TB, general practice, general medicine or minor surgery.
Languages: English and Farsi are essential.
Knowledge: Essential computer literacy (Word, Excel).
