Job Description

Experienced, hands-on Administrative and Human Resources Manager responsible for directing the company’s administrative and human capital functions, holding full responsibility for the strategic management of this department and acting as the CEO’s executive arm. The objective of this position is to ensure the integrity of administrative systems, achieve full organizational compliance with Labor and Social Security laws, and drive the targeted development of human capital. This role requires regular on-site presence at project sites (workshops) to gain a deep understanding of field challenges, enable effective operational decision-making, and foster synergy between headquarters and field operations.

Responsibilities:

• Strategic Oversight: Manage and supervise the performance of all personnel, providing continuous analytical reports on the status of human resources to the CEO.

• HR Operations: Oversee all personnel-related affairs, including recruitment, performance evaluation (promotions, bonuses, transfers, leave, etc.), handling social security and retirement matters, and managing employment and contractor contracts.

• System Development and Discipline: Develop and monitor internal regulations, circulars, and operational procedures based on company directives; supervise the proper implementation of administrative, personnel, and welfare policies.

• Performance Improvement: Prepare and review performance reports and planning matrices to continuously monitor staff output; provide strategies for organizational development and efficiency improvement.

• Talent Acquisition and Development: Manage the entire recruitment process, from sourcing to onboarding and defining job descriptions for all organizational levels.

• Legal Representation: Regularly attend Labor Ministry and Social Security Organization offices; represent the company in Labor Dispute Boards and defend the company’s interests in potential legal cases.

• Field Monitoring: Conduct continuous site visits and field inspections to ensure environmental discipline, compliance with company policies, and adherence to labor regulations.

Requirements:

• Education: Bachelor’s or Master’s degree in Management (HR, Business, Public), Law, or Industrial Psychology.

• Experience: Minimum of 10 years of experience in senior HR and administrative management roles.

• Specialized Knowledge: Comprehensive, up-to-date mastery of Iranian Labor Law, Social Security Law, and disciplinary regulations.

• Software: Full professional proficiency in System-e-Hamkaran (Hamkaran System) and Rahkaran software.

• Operational Capability: Complete readiness and willingness to travel and maintain a consistent presence at company workshops/project sites.

Skills & Competencies:

• Personnel Administration Expertise: Mastery of payroll calculations, labor office procedures, and social security regulations.

• Communication and Legal Skills: Strong negotiation skills for defense in legal forums (Labor Office/Social Security) and the ability to manage organizational conflict.

• Managerial Capabilities: High attention to detail in data analysis and preparation of executive reports.

• Personal Attributes: A “hands-on” operational mindset, strong personal discipline, high sense of responsibility, and the ability to manage personnel-related crises effectively.
