
Job Description
The Construction Technical Manager in the client company is responsible for directing, controlling and monitoring all technical aspects of the project from the client's perspective and ensures that the design, implementation and delivery of the project by contractors and consultants are carried out in accordance with the technical specifications, standards, contractual requirements and the level of quality expected by the client. This position is not responsible for the execution of construction operations, but is considered the technical evaluation and control authority of the project alongside the project manager and plays a key role in reducing technical risks and protecting the client's interests.
• Key tasks:
1. Review and approve documents from the perspective of the employer's interests
2. Assess the technical adequacy of the consultant's proposals
3. Identify design risks before implementation
4. Control compliance of execution operations with technical specifications and the contract
5. Periodic attendance at the workshop to assess the quality of execution
6. Review the contractor's proposed execution methods
7. Provide expert opinion on the contractor's technical claims
8. Analyze the technical effects of proposed changes
9. Provide expert opinion to the project manager on approval or rejection of changes
10. Assess the impact of changes on quality, durability and operation
11. Monitor the implementation of the contractor's QA/QC programs
12. Review laboratory reports and quality control
13. Address technical non-conformities and provide corrective solutions
14. Identify technical risks of the project
15. Provide preventive suggestions
16. Document key technical decisions
17. Participate in the interim and final delivery of the project
18. Assess technical quality before delivery
19. Provide opinion on readiness for operation
20. Provide opinion technical imperative to the project manager - Propose to stop operations in case of serious quality or safety risks - Request correction from the contractor through the project manager - Full access to technical project documentation
• Key skills:
• Quality Assurance (QA/QC) systems: Monitor the implementation of quality control processes and address non-conformities
• Technical risk management: Identify, analyze and provide preventive measures for technical project risks
• Technical analysis of drawings and design documents: Ability to review structural, architectural and facility drawings and identify risks
o Fluency in English is essential due to the presence of non-Iranian managers.
