Its establishing purpose is to achieve quantitative and qualitative services of administrative services in the form that is most cost-effective and the subject of its activity is to provide municipal services including official systems, implementation of administrative activities, job classification, mechanized services of organizing the organization and preparation of organizational chart, job description, supply and employment of manpower. Other main missions of the company are as follows: Providing and employing the manpower required by the applicants; Design and implementation of administrative, service, human resources and management systems; Improving the knowledge of human resources through holding training courses at the beginning and during the service of applicants; Preparation of administrative and organizational structures, job classification and payroll systems and manpower evaluation.
