Job Purpose

Lead, manage, and comprehensively control thermal power plant development, construction, and commissioning projects from engineering and procurement through execution, commissioning, and final handover, ensuring project objectives are achieved within the defined schedule, budget, quality, safety, and contractual requirements.

Position

The Thermal Power Plant Project Manager, within the Project Unit, is responsible for the overall leadership and integrated management of all stages of thermal power plant projects. The position requires direct interaction with senior management, EPC contractors, consultants, suppliers, and internal teams including Engineering, Planning & Project Control, Procurement, Finance, Contracts, HSE, QA/QC, and Operations.

Participate directly in key project decisions and manage critical risks and issues.
Take an active leadership role during Construction, Commissioning, Start-up, and power plant handover phases.
Key Responsibilities
Lead and manage projects throughout the full lifecycle from Engineering, Procurement, and Construction (EPC) through commissioning and final handover.
Develop and monitor the overall project execution plan and track key project milestones.
Manage project human resources, financial resources, equipment, and contractors.
Coordinate Engineering, Project Control, Procurement, Contracts, Construction, Finance, HSE, QA/QC, and Operations teams.
Monitor physical progress, schedule, and cost performance and implement corrective actions where required.
Manage the performance of EPC contractors, subcontractors, consultants, and suppliers.
Oversee the procurement, manufacturing, inspection, transportation, and delivery of major and auxiliary power plant equipment.
Supervise the construction, installation, testing, and commissioning of power plant equipment and systems.
Manage project budget and cost performance and contribute to Forecast and Cash Flow preparation.
Identify and manage technical, execution, schedule, financial, contractual, and procurement risks.
Manage Change Orders, Variations, and Claims and assess their impact on project scope, cost, and schedule.
Manage contractual disputes and issues with contractors and suppliers.
Ensure compliance with QA/QC and HSE requirements.
Lead Pre-Commissioning, Commissioning, and Start-up activities.
Manage First Fire, Synchronization, Performance Tests, and Reliability Runs.
Manage Punch List, PAC, and FAC processes.
Ensure completion of technical documentation, As-Built drawings, and final project documentation.
Manage knowledge transfer and handover of the completed project to the Operations team.
Provide management reports covering project progress, cost, risks, and critical issues.
Identify project bottlenecks and develop corrective actions and recovery plans.
Document Lessons Learned and ensure knowledge and experience are captured and transferred.
Key Qualifications & Competencies
Bachelor’s degree in Mechanical Engineering, Electrical Engineering, Energy Engineering, Industrial Engineering, or a related field.
A Master’s degree in a relevant field or Project Management is an advantage.
Minimum 8 years of relevant experience in industrial and power generation projects.
Minimum 5 years of proven experience in managing power plant projects.
Direct experience in the construction, development, or commissioning of thermal power plants is mandatory.
Proven experience managing EPC or EPC+F power generation projects is highly preferred.
Experience managing projects from engineering or construction through Commissioning and final handover is a strong advantage.
Strong knowledge of major equipment used in gas, steam, and combined-cycle power plants.
Strong understanding of project management principles and PMBOK.
Strong knowledge of schedule, cost, quality, and risk management.
Familiarity with WBS, Baseline, Critical Path, Progress Measurement, and Forecasting.
Familiarity with EPC contracts, Claims, Change Orders, and Variations.
Ability to effectively manage multiple contractors and stakeholders.
Good command of technical and contractual English.
Strong leadership, decision-making, problem-solving, and crisis-management skills.
Willingness to work at project sites and undertake required business travel.
