
Job Description
Experienced and hands-on Technical Office Manager to lead the mine’s technical office, with full responsibility for managing project planning, costs, risks, and communications, with the goal of establishing a precise balance between project constraints (time, cost, quality) and available resources, in order to guide the project team toward high-level goals and the employer’s expectations. This position requires strategic management of processes, decision-making based on technical and structured data analysis, and ensuring that all technical office activities comply with overall organizational strategies.
Responsibilities:
• Project Planning and Control: Developing and managing the Master Project Schedule; periodic updating of schedules; continuous monitoring and verification of executed and production quantities against approved plans; identifying and analyzing deviations and their root causes; and providing analytical management reports along with proposed corrective actions.
• Technical Management and Mine Plan Control: Reviewing and controlling technical mine plans, including extraction, overburden removal, production, stockpiling, and haulage route plans, ensuring alignment with contract requirements and issued schedules.
• Tendering and Auction Management: Overseeing all tender and auction-related activities, including reviewing advertisements and tender documents; gathering and consolidating input from various managers and departments; coordinating and conducting site visits; preparing and completing tender/auction documents, cost estimates, and price proposals; and following up on outcomes.
• Quantity Control, Progress Claims, and Receivables: Supervising the calculation, control, and verification of production and execution quantities; preparing and reviewing progress claims, price adjustments, and quantity variations; and following up on the approval and payment processes.
• Structure Management and Cost Control: Implementing and monitoring the Work Breakdown Structure (WBS) and Cost Breakdown Structure (CBS); controlling costs, revenue, and cost of goods sold (COGS); and comparing actual performance against the approved budget.
• Contract Management Oversight: Supervising the preparation, drafting, review, and execution of project and subcontractor contracts; monitoring contractual terms and obligations; managing variations, addendums, and contract extensions; and overseeing contractual claims and matters.
• Equipment Performance Monitoring: Continuously comparing actual production performance with machine capacity and performance; reviewing equipment productivity and availability; identifying and analyzing discrepancies; and proposing solutions to improve performance and efficiency.
• Risk Management and Project Communication: Identifying, assessing, and monitoring technical and operational risks; and managing communications between the client, consultant, contractors, and internal company departments.
• Technical Office Leadership: Leading and supervising the performance of technical office staff; setting priorities; delegating tasks; controlling the quality of outputs; and ensuring the follow-up of corrective actions.
• Document and Technical Output Management: Supervising the preparation, control, and approval of reports, drawings, technical correspondence, project documentation, and all other technical office outputs, ensuring compliance with project and client requirements.
• Delay and Claim Management: Identifying, recording, analyzing, and documenting project delays; investigating the causes of delays; preparing and following up on delay notices and contractual claims; and managing the documentation and resolution process for such claims.
• Quality Assurance and Process Improvement: Monitoring the quality of technical outputs; developing and improving operational methods and procedures; and advancing control systems and automation to increase the effectiveness of the technical office.
• Qualification and Business Development: Following up on technical and financial qualifications, contracting grades, ISO certifications, and safety standards; and monitoring the technical evaluation of new opportunities, tenders, and auctions to provide reports for management decision-making.
Skills and Requirements:
• Education: Bachelor’s or Master’s degree in Mining Engineering, Civil Engineering, Project Management, or related fields.
• Experience: Minimum of 15 years of professional experience in a Technical Office or Project Controls/Planning role, preferably within mining, civil engineering, or contracting projects.
• Technical Knowledge: Mastery of Project Management and Control principles (PMBOK), WBS and CBS, scheduling, cost control, and project performance analysis.
• Contractual and Technical Knowledge: Proficiency in mining operations (extraction and overburden removal) and thorough knowledge of contracting agreements, progress claims, price adjustments, claims, and delay notices.
• Software Proficiency: Advanced proficiency in Microsoft Office (especially Excel), project scheduling and control software, quantity take-off/estimation software, and mining-specific software.
• Managerial and Soft Skills: Strong leadership and team management abilities; ability to manage multiple concurrent activities; analytical and problem-solving skills; effective communication; high sense of responsibility; and strong follow-up capabilities.
