Job Description

Experienced Senior Water Engineering Expert/Manager to lead the organization’s strategic projects. Beyond the management of water transmission, storage, treatment plant, and sewage network projects, this position entails serving as an “operational strategist” by applying state-of-the-art technical knowledge and precise resource management to ensure output quality and define the vision for project success. This role necessitates a hands-on field presence, the ability to resolve conflicts between the client and the contractor, and full mastery of contractual documents.

 

Responsibilities:

• Comprehensive Project Management: Leading the project lifecycle, including storage, treatment plants, transmission lines, and water/sewage networks, as well as comprehensive project planning (WBS), scheduling, resource management, and budgeting.

• Planning & Finance: Developing macro-level plans, precise budgeting, and continuous cost control; collaborating with clients and suppliers to secure funding and implement approved budgets; prioritizing projects based on operational necessity and budget, in full coordination with the finance department.

• Supervision & Quality Control: Implementing control measures to ensure output quality, monitoring progress, and continuously evaluating execution teams; concurrently overseeing multiple projects at various stages (tendering, design, execution, and operation); supervising consultants, contractors, and project requirements including construction, inspection, shipping, and delivery.

• Improvement & Development: Identifying bottlenecks and corrective actions; reviewing, analyzing, and evaluating new technologies in the water industry to update execution methods.

• Communications & Correspondence: Intelligent management of communications and correspondence with contract parties, supervisory bodies, consultants, and other organizational members; managing meetings and following up on the implementation of resolutions.

• Quality Assurance: Close collaboration with team members to ensure output compliance with technical standards and execution drawings.

• Vision & Success: Setting Key Performance Indicators (KPIs) including time management, cost, progress, project quality, HSE management, and human resources management, while providing a clear vision for final project success.

 

Prerequisites:

• Education: Ph.D. in Water Engineering or related fields.

• Experience: Minimum 10 years of specialized work experience in civil project sites; proven executive experience in water supply networks, water transmission lines, and sewage projects.

Technical & Legal Knowledge:

• Full mastery of water engineering principles, international and technical standards.

• Comprehensive proficiency in technical specifications, drawings, quantities (meterage and estimation), and contractual documents.

• Deep technical knowledge in the field of treatment plants and sewage networks.

• Operational Skills: Ability to fully align with the client organization, supervisory bodies, and other relevant entities during project operations.
