Job Description

• To provide input into the development of market and competition regulatory strategy for the benefit of MTNIrancell • To set objectives and targets for markets and competition regulations in alignment with MTNIrancell business strategy (e.g. MVNOs tariff regulation regime) • To ensure of implementing Article 8.8 (competition provision) and SMP regulation in GSM & TD-LTE licenses • To monitor and report local market and competition conditions to ensure a level-playing field is happening by CRA • To ensure that MTNIrancell’s concerns are considered from a competition point of view in interconnection, national roaming and number portability, MNP, MVNOs, IPTV and etc. • To provide competition complaint issues from CRA to ICT ministry ,competition council or any relevant authorities • To raise or object any anti-competitive actions of MTNIrancell’s rivals, TIC or any other licensees and organizations to CRA or competition council, based on our licenses conditions, telecom regulations and competition law. • To verify provided economic or financial analysis on new/proposed tariffs to be filed with CRA • To propose new tariffs of P&S to CRA in order to get approval from CRA/CRC • To communicate and follow-up regarding approval of filed tariffs and ensure a resolution of issues raised by CRA in case of pending approval • To maintain a schedule of retail and wholesale tariffs and discounts implemented by MTNIrancell to compare with the approved ceiling and floor for both retails and whole sales tariffs • To collaborate with MKT to make sure MTNIrancell have entered new tariffs in the CRA’s platform to getting CRA’s approval on the new tariffs. • To liaise with business divisions by providing required analysis in implementing SMP regulation , retail and wholesale tariff regulations and promotional tariff regulation • To request for approving new resolutions or modifying current resolutions in the lack of efficient regulations • To liaise with Finance division to raise and follow up interconnection and national roaming settlements delays btw MTNIrancell and other licensees to CRA or any related authorities and provide the regular financial and debts reports of MTNIrancell with the other operators • To provide economic analysis on the cost of compliance with license obligation and implementation of any new regulation, policy directive or legislation • To provide economic impact analysis of delayed decision making by CRA or any other relevant authority (e.g. delays in frequency spectrum clearance, allocation of new frequency spectrum, new number range allocation, custom clearance, etc. ) • To participate in the assigned Regulated Technical Committee meetings to raise and support Business and Finance Divisions to get approval for new resolutions • To review and confirm the tariff and competition regulations in related MTNIrancell contracts with licensees • To provides regulatory economic reports on the services provided by MTNIrancell and its effect on the economy as well as fulfillment of all obligations. • To collate, compile and prepare required economic reports and regulatory submissions for consultations • To monitor and follow up the payment process to CRA , based on company licenses and resolutions and provide the regular payments reports of MTNIrancell to CRA or any other regulator or intl regulatory body including revenue share ,USO , regulatory fee, numbering fee, spectrum fee.
