The purpose of this position is to ensure coordination and oversight the implementation of activities across different area offices, with the objective to strengthen capabilities of national NGOs in promoting social development for displaced Afghans and host communities. The position holder will be mainly expected to coordinate the implementation of activities under EU-funded CSO Grant, while also contributing to future expansion of the funding opportunities for the objectives mentioned herein. The following is a brief description of the responsibilities: Generic Responsibilities: -Coordinate timely submission of reports and other commitments related with the INTPA CSO project, including internal reporting -Build the capacity of partner’ staff and transfer key skills, through facilitating the transfer of relevant NRC expertise, experience and tools to NRC Iran local partners. -Adherence to NRC policies, guidance and procedures and support partners to ensure their adherence with NRC policies, tools and guidelines -Act as focal point for the local partner throughout the different phases of the project cycle management -Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist -Liaise and collaborate with relevant local authorities and other key stakeholders Specific responsibilities: Working with Local Partner: -Develop and monitor systems for quality control of partner activities -Coordinate the development of partnership agreements, which outlines the scope and type of service delivery envisaged between NRC and its local partner(s) -Act as focal point for contract issue, such as queries on rules and regulation, revisions, budget modification, ensuring inputs from relevant NRC colleague are provided timely -Contribute to the development of NRC Iran partnership strategy and ways of working with local partners Capacity Building of Local Partner(s) as Per INTPA CSO Project: -Provide and/or identify and organize trainings for the local NGO, co-applicant to this project in close coordination with NRC Capacity Building Officer -Support partner on the development of new project proposals and coordinate internal revisions, ensuring that all NRC relevant colleagues are involved (Technical -Specialists, Project Coordinators, Finance, as needed) -Conduct regular weekly visits to partners’ offices in all areas, as well as in field visits as requested, and provide the coaching and mentoring as relevant -In coordination with the Partnership - Capacity Building officer and the Partnership Capacity Building Specialist, assess partners’ capacity and identify gaps, ensure that partner is actively attending relevant training sessions and workshops offered by NRC and that relevant knowledge is put in practice Grants Management and Coordination for the INTPA CSO Project: -Support the Area Offices and the Area Manager, on the implementation of the activities included under CSO grant. This requires field trips to support NRC and partner field staff in delivering project outputs and being the focal point for leading the monitoring and evaluation, reviewing budget revisions, log frames, activity plans and donor reporting -Ensure quality and timely reporting, grants revision and other processes related with the management of the grant -Liaise with communication and advocacy unit and Area Offices to prepare relevant materials related to this grant -Represent NRC when required and asked in the field.

Requirements

Professional competencies: Minimum 4 years of experience from a project implementation position in a humanitarian/recovery context, including in partnership with local NGOs Previous experience related to delivery of trainings and/or capacity-building programs is an asset Experience from working in complex and volatile contexts Documented results related to the position’s responsibilities Knowledge about own leadership skills/profile Strong organizational skills Fluency in Farsi and English, both written and verbal Ability to write good quality Farsi communications with authorities Excellent drafting, communication, and interpersonal skills Familiarity with EU-funded project regulations is a strong asset Familiarity with Project Management and NRC Budget Monitoring system are assets Behavioural competencies: Planning and delivering results Strategic thinking Managing resources to optimize results Empowering and building trust Initiating action and change We can offer: Contract: By end of 2021 with possibility of extension Salary: based on NRC grade structure Duty Station: Tehran
