Job Description

The overall purpose of the Monitoring and Evaluation (M&E) Officer position is the day-to-day implementation of M&E activities to support NRC’s projects in Iran. Generic responsibilities: ● Ensure adherence to NRC policies, guidance, and procedures. ● Implement M&E activities according to M&E Strategy and M&E Plan. ● Manage key M&E processes in support of Area South team; support programme staff in planning for and executing M&E activities, including data collection, data management, analysis, and use. ● Ensure proper filing of M&E evidence and documents. ● Contribute to organizational learning through supporting specific analysis, lessons learned, and reports. ● Capacity building and training of program staff on M&E technical and conceptual areas. ● Ensure that projects target beneficiaries most in need, and explore and assess new and better ways to assist. ● Promote and share ideas for technical improvement. ● Promote the rights of refugees and displaced in line with the advocacy strategy. ● Identify and report protection needs and gaps, explore and propose new and safer ways to assist. Specific responsibilities: ● Support the implementation of M&E activities on the Area South level according to the M&E Plans and M&E SOP. ● Support the implementation, dissemination, and use of evaluations, assessments, and monitoring data in program development, adjustment, or review. ● Liaise with the Programme Unit in developing data collection methodology and tools, and lead actual data collection for outcome monitoring, cleaning, and validation of the data, analysis, reporting, and presentation of results at the Area Office level. ● Ensure involvement of the CC teams in data collection and data use. ● Conduct field monitoring and verification of implemented projects. ● Contribute to area-level CC concept note development and participate in logframe design during project proposal and planning process. ● Capacity building and training of program staff on M&E technical and conceptual areas. ● Ensure CC data is entered into the Global Output and Outcome Reporting System (GORS) on a monthly basis. ● Conduct regular quality checks. Support the key staff with access to GORS pivot tables, dashboards, etc. ● Support Project Cycle Management at the Area South level (update M&E/Project Matrices on a monthly basis, briefing Area Manager on a monthly basis, support Grant Opening Meetings (GOMs), PRMs, Grant Closure Meetings (GCMs), etc.). ● Contribute to the registration of beneficiary data on the NRC Iran beneficiary database. Support the development of the beneficiary database, support staff training on the use of the database. ● Support the capacity building of NRC and partner staff on M&E-related issues, and support the implementation of the CO learning plan. ● Support the consideration, inclusion, collection, and analysis of indicators related to cash-based interventions and market-based approaches within (and across) NRC, where appropriate. ● Contribute to the identification of opportunities to implement cash-based interventions and market-based programs.

Requirements

Generic professional competencies: ● Experience from working in an M&E role in a humanitarian, recovery, development context. ● Previous experience from working in complex and volatile contexts. ● Documented results related to the position’s responsibilities. ● Fluent English and Farsi. ● Advanced level in all common MS Office applications (Word, Excel, PowerPoint). ● Experience working with refugee contexts is a plus. Context/ Specific skills, knowledge, and experience: ● Strong knowledge of typical M&E activities (Logframes, quantitative and qualitative methodologies, sampling, quantitative and qualitative analytical approaches, etc.). ● Strong knowledge of humanitarian and/or development M&E frameworks and standards (OECD DAC, SPHERE, INEE, etc.). ● Knowledge of data collection software e.g., KoBo. ● Knowledge of analytical software e.g., SPSS. ● Knowledge of GIS software e.g., ArcGIS or QGIS is a plus.
