NRC will only consider applications that come through Webcruiter.******* Duties and responsibilities: The purpose of this position is to provide the day-to-day implementation of the procurement function’s responsibility and to support the emergency team during emergency interventions. Generic responsibilities: ● Ensure adherence to NRC policies, handbooks, guidelines, SOP, and donor requirements. ● Implement delegated logistic functions portfolio according to the plan of action. ● Prepare and develop logistic reports as required by the logistics coordinator. ● Ensure proper filing of all support documents. ● Promote and share ideas for improvement of the logistic function. ● Promote the rights of refugees and displaced in line with the NRC strategy. ● Identify and report protection needs and gaps, explore and propose new and safer ways to assist. Specific responsibilities: ● Act as a procurement officer in organizing, conducting, and facilitating bid committee meetings in accordance with the logistics handbook, procurement SOP, and Bid committee SOP. ● Contract, purchase order management, and relevant verification to ensure it is in line with the logistics handbook. ● Lead in management of logistics supplier lists at area level including performance monitoring and measurement and market survey as well as collaboration on development and enforcement of all required logistics standard operating procedures for NRC Iran operations. ● Assist the logistics coordinator to ensure proper procurement plans are developed and implemented efficiently. ● Support the delivery of training to local partners and NRC roster staff as requested. ● Manage NRC's warehouse and emergency response stockpiling project, stocks, and temporary storage in liaising with suppliers, local partners, and authorities. ● Manage drivers, vehicles, and trucks/transportation as well as daily workers as per procedures in place, including technical, financial, and safety aspects. ● Work closely with programme and finance/HR admin units to consolidate sourcing, local procurement, contracting, and reporting requirements ensuring that NRC’s logistics and financial rules and procedures and standards are followed and applied.

Requirements

Generic professional competencies for this position: ● Minimum 3 years of experience working as a logistics or supply chain officer or assistant, preferably in a humanitarian or recovery context. ● Previous experience from working in complex and volatile contexts. ● Documented results related to the position’s responsibilities. ● Fluency in English and Farsi, both written and verbal. Specific skills, knowledge, and experience: ● Bachelor's or Master's degree in Industrial Management, Industrial Engineering, Business Administration, Marketing, or other related fields. ● Strong ability to write reports and official correspondence. ● Good knowledge of procurement, negotiation and contract management. ● Good command of ICDL especially Excel and Word; any ERP system. ● Working experience with suppliers, service providers, and contractors. ● Expertise in asset management, car fleet, warehouse, and supply chain management will be an asset.
