Role and responsibilities: Information Counselling Legal Assistance (ICLA) unit as the unit in charge of proceeding cases on information counselling, legal assistance and related activities, mainly cash assistant on individual protection. Purpose of the position is to ensure high quality project implementation at field level and that activities are aligned to NRC ICLA strategy while benefit from innovation to manage resources effectively and expanding the core competency in the area. Generic responsibilities: ● Line management of ICLA project field staff. ● Adherence to NRC policies, guidance and procedures. ● Contribute to CC strategy development, project proposals and provide input on needs and gaps. ● Manage and implement delegated ICLA projects (activities, budget and project documentation) as delegated from line manager in line with proposals, strategies and donor requirements, and ensure high technical quality. ● Provide regular progress reports to Multi-CC Project Manager. ● Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist. ● Promote and share ideas for improvement and necessary changes in the activities. ● Ensure capacity building of project staff and transfer key skills. ● Liaise and collaborate with relevant local authorities and other key stakeholders. ● Promote the rights of IDPs/returnees in line with the advocacy strategy. Specific responsibilities: ● Implementation of ICLA activities in the area in compliance with contractual commitments (i.e. quality, targets, synergies, timeliness, use of resources). ● Assess needs, develop response and implement ICLA related response plans. ● Ensure optimal use of resources within the allocated project budgets and ICLA strategies. ● Ensure that capacity building is provided to ICLA staff in the area 5. Maintain positive working relationships with all Provincial level government authorities and local partners (project approvals, reporting, follow-up of projects implementation).

Requirements

Generic professional competencies for this position: ● 3 years of experience from project implementation position in a humanitarian, or recovery context. ● Experience in team management is an asset. ● Documented results related to the position’s responsibilities. ● Knowledge about own leadership skills or profile. ● Fluency in English and Farsi, both written and verbal. ● Minimum Bachelor's degree in law or related majors. Context related skills, knowledge and experience: ● Knowledge of the Afghanistan displacement context is an asset. ● Technical specific knowledge from the humanitarian sector and SPHERE standards is a plus. ● Knowledge of Iranian law and context. ● Experience with scaling up of humanitarian programs in strictly controlled context is an asset. ● Detailed oriented and strong organizational skills.
