The purpose of the Grants Coordinator position is to provide essential grant management support to the Grants Manager and the HoP in delivering quality programmes in line with the NRC CO strategy and Plan of Action. The ideal candidate will be detail-oriented, able to work under tight deadlines, and able to quickly understand and elaborate information from multiple sources. The following is a brief description of the role: 1.Adherence to NRC policies, guidance and procedures 2.Support the overview of all grants, donor requirements, rules and regulations, and internal and external deadlines, including filing of grant documents 3.Coordinate the development of donor applications and reports, as well as ensuring donor compliance and quality control 4.Coordinate the development and distribution of internal reports 5.Contribute to continuously improving internal grant management systems 6.Ensure that PCM meetings are carried out timely and major issues are flagged 7.Provide an internal help-desk on donor related issues, including organize and support the deliver of trainings in donor rules and regulations, as well as proposal and report writing 8.Support external donor audits 9.Promote the rights of IDPs/returnees in line with the advocacy strategy Specific responsibilities : 1. Support the filling of the go/ no-go checklist for identified funding opportunities and record discussions and completed checklist; 2. Organize proposal planning meetings for opportunities and coordinate the development of high quality proposal, using NRC Grant management Tools (proposal development calendar, internal log-frame, procurement plan, internal budgeting tool) Grant Agreement and Project Cycle Management: 1.Review donor contracts using NRC checklists, flag any points that might challenge NRC’s procedures and support contract negotiations; 2.Summarize in writing, key reporting and compliance requirements (compliance checklist) including issues to be raised in Grant Opening Meetings; 3.Ensure Grant Opening Meetings are arranged and take place within 30 days of the grant being activated and all mandatory internal documents are in place (internal log frame, internal budget, procurement plan, work-plan and M&E matrix). 4. Schedule Progress review meetings and follow up on action points 5. Support of the closure of grants, including Grants Closing Meetings Donor Reporting and Monitoring 1. Coordinate and consolidate the development of donor reports and revisions/modifications, ensuring consistency between narrative and financial reports and that they meet NRC and donor quality standards; 2. Highlight critical financial issues such as under/over spends to finance and budget holders Donor Compliance: 1.Be familiar with all NRC organizational and donor portfolio compliance requirements and ensure high quality management of grants; 2.Support and advise programme colleagues with queries related to donor compliance on grants within portfolio and ensure appropriate donor templates are readily available; 3.Work with other departments (i.e. programmes, finance, M&E, Compliance) to ensure all documentation required is ready and available for audits (e.g. vouchers, distribution lists) General Administration: 1.Ensure all key grant documents for a grant is available within the Grants department by maintaining a standardized information management/filing systems; 2.Ensure a correct and up-to-date Grants Tracker and/or on-line systems;

Requirements

Generic professional competencies for this position: • Between 3-5 years of relevant experience within field of expertise • Relevant experience from the project management in the humanitarian sector • Experience from working with humanitarian and development donors • Good understanding of donor rules and regulations • Skills and experience in report and proposal writing • Strong communication, coordination and interpersonal skills • Strong analytical skills (data and financial) • Ability to mediate in high-stress scenarios with competing interest • Excellent written and oral communication skills in English • Analytic and computer skills, including MS Office (Word, Excel, Outlook, PowerPoint) Context related skills, knowledge and experience : • Knowledge of the Afghanistan displacement context is an asset • Good knowledge of EU donors rules and regulations • Previous experience in working with international NGOs • Experience of project management is an asset Behavioral competencies : • Planning and delivering results • Initiating action and change • Working with people • Communicating with impact and respect • Influencing
