Job Description


The position exists to manage the Procurement Operations within the assigned cluster.

This sub-regional role has the following main dimensions:

  • Lead Cluster teams and operations.
  • Participate in financial planning and deliver Cluster benefits/value.
  • Drive Cluster cost optimization and continuous improvement initiatives.
  • Enforce Global/Regional strategies and guidelines and develop Cluster ones when/where relevant.
  • Ensure business connectivity and foster collaborative business partnerships with Cluster stakeholders.
  • Optimize Cluster supplier base and manage SRM within own scope of operations.
  • Ensure all controls/policies are deployed and understood by Cluster Procurement teams.
  • A role model in compliance and ethics.


Areas of Responsibility:

Under the leadership of the Regional Procurement Director, the incumbent supports the definition and manages the implementation of cluster and local procurement strategies by:

  • Ensuring a solid understanding of Global, Regional, and Local procurement requirements
  • Identifying and implementing Cluster/Local opportunities for consolidation.
  • Aligning local and Regional/Global procurement initiatives and operational implementation and developments, to ensure optimum delivery for the Regional Team.
  • Ensures two-way best practice sharing between the local entity and HQ.
  • Implementing and monitoring global/regional applicable category strategies, KPIs, reporting templates, and communication procedures.
  • Leading the cluster Category Managers to ensure the local/cluster supplier base is optimized and appropriate actions are taken to implement global/regional/cluster strategies. As well as driving innovation, continuous improvement, and synergies within the cluster.
  • Participate in financial planning and deliver Cluster benefits/value.
  • Drive Cluster cost optimization.


Procurement strategy:

  • Enforces Global/Regional/ Local strategies and guidelines and develops Cluster/Local ones when/where relevant. Works closely with the Global Category Management team and Regional Procurement Director to support the definition of JTI's Indirect Spend Procurement strategy and analyze cluster spending to identify cluster/local procurement opportunities.
  • Creates and executes procurement strategy to ensure optimum value is delivered to the business and ensure delivery of all core business objectives through solid category management principles and strategic procurement innovation.
  • Develops, presents, and validates the annual Cluster Procurement Plan with Regional Procurement Director. Ensure it is built in the ASP and implement to deliver procurement benefits to the region.
  • In factories, local procurement teams are also accountable to drive the procurement of locally sourced direct materials, ensuring close cooperation with the GSC Procurement team to follow their guidance and ensuring procurement strategy is aligned with their global sourcing plan.
  • Be accountable for the delivery of the cluster/ local Procurement KPIs while monitoring the achievement of these KPIs by taking corrective actions when necessary.
  • Applies best practices and effective communication within the procurement process by utilizing the latest models and taking necessary actions for areas of improvement. Finds alternative ideas, and solutions in securing the best commercial conditions and value for the company including extensive external benchmarking.


People Management and Leadership:

  • Leads Cluster/ local entity procurement teams and operations. Oversees staff work allocation in the various locations/ own local team, training needs, mentoring, performance appraisals, and succession planning to develop and motivate them to achieve the targeted productivity and other performance goals (accuracy, timeliness, speed, savings, etc.). Drives motivation and individual development in the team to ensure optimum delivery from each team member.
  • Leads the development and management of procurement staff in line with JTI and Global Finance's mission, values, and strategies. Ensures P&C KPIs (i.e. turnover, absenteeism, and OT) are at desired levels to deliver stable core services. Develops a strong team including succession planning and appropriate development roles for potential leaders in Procurement and broader JTI organization. Develops a pool of talent, ready to staff centralized Procurement teams and corporate initiatives.

Customer-Centric Organization/Credibility of Target Delivery:

  • Ensures business connectivity, builds and maintains a strong business partnership with the local/cluster management teams (CFOs, Legal, P&C, Global Business Service center) by fostering trust through continuous engagement (both quantitative and qualitative). Ensuring top strategic priorities of budget owners are well understood and captured by local procurement teams within the assigned cluster. As well as work in close collaboration with the Regional Procurement Lead to support the improvement of regional planning, measurement, and reporting of cost reduction targets.
  • Assumes responsibilities for additional projects, and tasks as assigned by his/her superior and shows professionalism in all aspects of work.

Compliance:

  • Ensures all P2P controls/policies/procedures are well understood and deployed by local Procurement teams across the cluster. Develops the internal Procurement assessment plan and ensures execution within the cluster. Reviews its output and implements corrective actions at an individual Procurement level or on a Cluster basis if appropriate. 

Requirements

  • University degree (Finance, Business, Supply Chain, Engineering)
  • At least 7 years of managerial role in Procurement/Manufacturing Services/Finance preferably in a multinational company operating in the FMCG industry. Recognized strong people management skills and experience (considering experience in managing remote teams as an asset), mixed environment experience factory-market. International and local project experience is an asset.
  • Advanced English (business language) other language is an asset (local language based on location).
  • Understanding of Procure to Pay (P2P) processes including spend analysis. contract/supplier management. Proven expertise in leading effective negotiations is required.
  • Strong proven ability to build and maintain sustainable partnerships with internal stakeholders

  • Resilience.
  • Broad knowledge of business information systems and strong computer skills. (SAP is a strong asset).
