Job Description

• Planning, forecasting and managing RAN/UTRAN element additions and expansions. • Preparation of HLD and predicting traffic demand of different technologies (Including and not limited to GSM Voice/GPRS/EDGE and 3G Voice/Data) in the country, region, province, BSC/RNC, LAC/RAC and suggest required RAN capacity addition and expansion in all aspects ahead of time to avoid congestion. • Conducts network architecture design and feasibility studies. • Preparing the Handshaking plan for BSS elements with Core. • Suggest re-parenting of BSS elements based on Core capacity. • Working on the topology planning and proposing the required re-homing and/or re-parenting as needed. • Monitoring and maintaining the utilization on all the interfaces and H/W resources of the BSCs including but not limited to Abis (TDM/IP), A (TDM/IP), Gb (TDM/IP), HSL, SIGTRAN, GSL, GPH, CPU, TRH, STEB. • Work on BSS, PCU, TC, Gb, Abis, A, GSL, HSL and SIGTRAN capacity dimensioning, planning and load optimization. • Planning, dimensioning, redesigning and optimizing LAC/RAC borders. Analyzing CCCH and signaling load to come up with feasible solutions be it LAC optimization or signaling link expansions. • Understanding the requirements from BSC perspective, identifying the suitable solution, planning and implantation support. • Conducts weekly BSS capacity and design review. • Performs high level CS/PS Traffic monitoring and forecasting. • Prepare monthly and quarterly expansion requirements based on forecast. • Keep track of nationwide, province level and city level BSS capacity of network in terms of Subscriber, Erlang and Data throughput. • Tracking and following up the BSS/RAN/UTRAN projects with vendors and subcontractors. • Define and manage multivendor integration processes. • Maintain traffic model factors like mErl/Subs, Location Update/Subs, Signaling Load/Subs, kbps/sub, activity factor, HSPA usage, smartphone percentage etc. • Monitoring changes on SGSN, GGSN, Gn, Gi, attach subs, active PDP, session time and their impact on BSS. • Generate supportive data to prioritize capacity expansion in each province and city. • Identify congestion on critical nodes of CS Core and PS Core included but not limited to VLR, Signaling processing units, An interface boards, Gb interface boards and MGW interconnects. • Confirm delivered capacity of BSC/ RNC / PCU for PAC and FAC. • Monitoring and maintaining the utilization on all the interfaces and H/W resources of the RNCs including but not limited to IuCS / IP, IuPS / IP, Iur / IP, Processor Load, GPB, SPB, EPB, GOU, SPU and DPU boards utilization. • Monitoring Iub utilization all over the network and handling the regular Iub Expansions process. • Monitoring Node-B capacity aspects all over the network including but not limited to Iub Utilization, Channel Elements Utilization, Code Utilization, Power Utilization, HS users licenses. • Manage and design new capacity addition and expansions on Iub, IuCS, IuPS, DPU, EPB, SPU and other processing cards. • Perform and assist BSC/RNC internal parameter audit on quarterly basis. • Develop and evaluate network performance criteria and measurement methods. • Study and assist in preparation of business case study for management decisions and changes in technical strategies. • Providing technical and analytical support for new technology/architecture. • Compiling and presenting recurring and ad-hoc reports regarding network capacity, project plans and network elements.

Requirements

- The radio propagation and signal management. - The Radio Access Network architecture, dimensioning, cell planning and network cell integration. - The radio interface channels, main protocols and soft parameters. - The radio interface OSS and measurement performance and KPIs. - The Mobile networks technologies (GSM, GPRS, EDGE, UMTS, HSDPA, HSUPA, H+, and LTE). - Excellent knowledge of process of the Network Planning and Optimization in a Telecom Operator for 2G, 3G and 4G and the constraints related. - Ability to work with many dedicated tools (planning tool like ASSET, ATOLL, PLANET), AFP, Google earth, map info …) - University Degree of specialization (Radio, Transmission,) or equivalent. - Theoretical and practical knowledge of modern cellular (GSM) radio. - 3 years previous hands-on engineering and design experience in planning and/or optimization cellular telecommunications systems (GSM). - Familiar with Ericsson/Huawei vendors Knowledge
