Job Description

● To communicate and follow up on all required technical resources to be allocated to MTNIrancell by CRA, TCI, TIC. ● To liaise and collaborate inter and intra-departmental with LR, NWG, and ITS to implement actions and plans to ensure compliance with technical regulations in our Licenses or resolutions (e.g. the covering obligations). ● To provide technical analysis on new regulation approval and new Licenses or resolutions. ● To request for new frequency spectrum allocation from CRA, based on defined approaches by CRA including auction preparation, spectrum secondary market, etc. ● To request and follow up for new number range allocation from CRA based on MTNIrancell’s strategies and business plans. ● To liaise and collaborate closely with NWG Division (radio planning and transmission) in spectrum management, numbering, interference, spill over, EMF, and radiation to receive the technical requests and demands and resolve and handle all related issues. ● To liaise and collaborate closely with related teams to handle and resolve QOS, QOE, coverage obligation, KPI obligation, and other related issues. ● To communicate and follow up with CRA, TIC, TCI, or any other Licensees to allocate the required infrastructural facilities, transmission, access, internet bandwidth, etc., based on the license's obligations and resolutions. ● To monitor and raise possible frequency interference and radiation with the other Licensees from CRA to address the issues. ● To liaise and collaborate with the regulatory economics team in the payments process to CRA for numbering, frequency fee based on MTNIrancell’s Licenses and resolutions, including related calculations and monitoring local market and competition conditions to ensure a level-playing field in resource allocation is happening by CRA. ● To liaise and collaborate closely with NWG division (core planning) and CPG division (project support) to receive the technical requests and demands for facilities, transmission, access, internet bandwidth, etc. ● To liaise and collaborate with the regulatory economics team to provide the competition complaints to CRA regarding the anti-competitive actions of TIC and TCI as incumbent or the other operators in the allocation and sharing of defined resources and services. ● To ensure that the MTNIrancell’s concerns are considered from a technical point of view in interconnection, national roaming, MNP, MVNOs, IP-TV and etc. ● To liaise with the legal contract Team to review and confirm the technical terms and conditions in the regulatory contracts based on MTNIrancell Licenses, resolutions, and technical concerns and comments. ● To provide regular reports regarding the requested and allocated technical resources and possibilities such as spectrum frequency, numbering, essential facilities, transmission, access, and internet to MTNIrancell by CRA, TIC, TCI and etc. ● To benchmark and study for technical regulation issues and prepare proposals for CRC committees to protect MTNIrancell ‘s rights.

Requirements

● Bachelor's degree in Telecommunication Engineering or related fields. ● Fluent in English. ● At least 5 years of experience in telecommunication or digital economy environment with experience in supervising/managing others; at least 3 years of experience working with the regulatory authority. ● Experience working in a medium to large organization.
