Job Description

HSE Expert - Bardsir Site ● Cooperate in determining the annual HSE goals of the project and their continuous review, focusing on the prevention of pollution, disease, accidents, and the elimination of injuries caused by the work environment. ● Study, and review legal requirements, standards, employer regulations, and other HSE requirements and cooperate in updating, communicating, and explaining these requirements to employees and inspecting and continuously monitoring their implementation in order to ensure the fulfillment and assessment of compliance with national laws and regulations and governmental. ● Cooperate in the preparation and revision of safety, fire and safety, health, environmental and safety, and health HSE Plan guidelines and regulations, monitoring their changes and updating them, and ensuring their correct implementation at the projects site in order to minimize the creation of industrial events and accidents as well as reducing health exposure to chemical, physical, microbiological and ergonomic pollutants. ● Cooperate in preparing service descriptions and HSE requirements according to the contracts being prepared and attached to the contractors' contracts, reviewing and finalizing the contractors' HSE Plans, holding the initial meetings of the project, and transferring the requirements to the contractor on the site. ● Direct control and supervision of the performance of the contractors of projects and plans in order to ensure compliance with the provisions of the contract, regulations, and HSE standards at the project site and submit a report to the head office. ● Communicate with other units and management of the company, related external authorities and institutions, contractors and employers, and scientific and research institutions in order to obtain approvals, and certificates and use their knowledge and experiences in order to ensure the strict implementation of the HSE system. ● Investigate and identify occupational hazards (harmful physical, chemical, microbiological, psychological, ergonomic, mechanical) and process hazards (leakage, fire, and explosion), through common methods in order to minimize hazards and risks of processes, equipment, and prevention from illness and workplace accidents. ● Identify, evaluate and manage the environmental aspects and consequences of the projects by taking the necessary measures in order to preserve the ecosystem and minimize the environmental pollution (water, soil, and air) caused by the release of pollutants and the release of effluents with the strict implementation of segregation plans Garbage and waste management and sanitary disposal of sewage, development of green space and preparation and communication of instructions for control and monitoring of places of storage and storage of materials and materials and control of excavations in order to prevent environmental pollution. ● Implement the risk assessment system in the project for all covered operations, including own activities and contractors, and submit a non-compliance report to the project/site management and propose executive action to eliminate deficiencies in order to minimize operational and process risks. ● Ensure the existence of occupational safety and health conditions by conducting continuous and random evaluations and inspections with the aim of identifying the potential events caused by defects in processes, instructions, or devices and providing management solutions and protective measures in order to control and reduce risks. Work environment and risk management operations and executive activities include risk elimination, risk substitution, engineering controls, isolation and separation, administrative and management controls, and how to use personal protective equipment by employees. ● Investigate human events, machinery, environment, accidents, quasi-accidents, unsafe behavior, and conditions and root them in order to determine and propose the necessary measures to prevent their occurrence or recurrence, correct and complete relief operations, handle Injured and return to work by creating processes to register, collect and report them. ● Cooperate in the preparation of processes and implementation plans for the establishment, implementation, and implementation of safety, health, and environment management systems through the allocation of contractors' HSE forces, provision and revision of HSE information, risk analysis, operational instructions, training and promotion of employee safety culture, mechanical integrity, safe work activities (work permit), change management, investigation, investigation, and reporting of events, control and response in emergency situations, compliance assessment, etc. ● Coordinate PSSR meetings and pre-commissioning and commissioning safety review and control to ensure safety compliance of equipment with design requirements and features, record indicators, and provide reports related to operation safety, site safety, equipment, and device maintenance Management of response in emergency situations, implementation, and application of action plans and recommendations resulting from the analysis of risks and safety requirements required before the start of the process in relation to new facilities and equipment, training of employees involved in the process and executive works. ● Evaluate, review, monitor, and control all equipment entering the site, including electrical, mechanical, precision instruments, machines, devices and pipelines, tanks, and reservoirs before and after installation, before and during use, and obtaining approvals if necessary required from competent authorities. ● Educational needs assessment, preparing and compiling, and implementing HSE training programs in order to increase the knowledge, awareness, and HSE culture of employees according to the needs of the project, the results of risk assessment, and the legal requirements of the employer, control and participation in familiarizing people with safety and firefighting equipment and prevention methods from accidents, fire fighting, dispersion of toxic and flammable gases and chemicals. ● Cooperate in providing legal safety requirements in design and revision and review of engineering plans from the HSE point of view before final approval and communication to the contractor and close cooperation with the technical office to review and assess the risk of changes made (TQ) - the correct implementation of the change management system. ● Inspect, control, and monitor environmental health and industrial health of the project in accordance with health standards, including providing healthy food and water for employees and contractors, correct implementation of the 5S workplace grooming system, conducting occupational medicine examinations, and filing employee files, measuring and evaluating pollutants Work environment, assessment, and reduction of exposures, assessment of body postures (ergonomics), assessment of health risks, development of SDS of chemicals, disposal of pests and vermin, medical emergencies and first aid. ● Collect, classify and exchange technical knowledge information and experiences gained in the HSE field, including lessons learned from accidents and quasi-accidents and presenting them to the central office and communicating and distributing them on the site in order to prevent occupational and process accidents. ● Hold regular and ad hoc HSE meetings with the heads of the company's workshops and contractors and attract the participation of employees in order to assess the risk and improve the safety, health, and environment of the project, and hold monthly meetings of the Technical Safety and Occupational Health Committee, preparing minutes and following up on approvals until the results are obtained and sent. Copies related to legal bases and relevant departments. ● Implement human factors engineering programs through ergonomic assessment of workstations and posture with common and acceptable methods such as RULA, OWAS, and REBA, as well as assessment of occupational stress and industrial psychology assessments in order to achieve compliance with the physical fitness of the job and the employee. and psychological and identifying the physical limitations of employees and providing suggestions for job transfers of employees if necessary. ● Establish an emergency management system by identifying essential resources and equipment in crises and important incidents and planning and implementing periodic drills and maneuvers, evaluating and monitoring the condition of equipment and firefighting forces, rescue and rescue, monitoring and reviewing the performance of employees in evacuation and coping In emergency situations and taking necessary measures to prevent the recurrence of accidents. ● Identify and collect key HSE data and functional Lag and Lead indicators and create processes to convert them into information, decision-making facts, etc., preparing statistics and reports related to the Safety, Health, and Environment (HSE) process. ● Provide necessary reports regarding the performance of the unit under supervision to superiors.

Requirements

● Bachelor's or Master's degree in fields related to HSE such as Industrial Safety, Occupational Health, Environmental Health, or other related fields. ● 8 to 10 years of related experience. ● Great reporting skills. ● Good interpersonal skills and team-oriented. ● Learning-oriented.
