Job Description

Role and responsibilities: This role is intended to be based in Bandar Abbas, Hormozgan Province, to support and represent NRC’s operations in the province. The purpose of the Field Officers is to run the day-to-day support functions at the field office and contribute to project implementation in Hormozgan province. It will predominantly include cooperation with all local stakeholders, notably Provincial Bureau of Aliens and Foreign Immigrants’ Affairs (BAFIA) and local implementation partners (notably PDA), serving as the primary point of contact for NRC. The Field Officer, through cooperation with local partners and with the support of technical and other field staff, will contribute towards assessments (e.g., on humanitarian needs, and changes in context); assist with the selection of beneficiaries for all NRC teams; support for the delivery of humanitarian aid (through in kind distributions and/or market based approaches);. The Field Officer will also facilitate information flow between NRC staff, implementing partners, beneficiaries, local community, local authorities, NRC, and other stakeholders as appropriate. The following is a brief description of the role. Generic responsibilities: ● Ensure adherence to NRC policies, handbooks, procedures, and SOPs/guidelines. ● Support NRC management and dedicated staff, as requested, in ensuring the safety and security of NRC staff and beneficiaries. ● Provide support to project staff and implementing partners involved in NRC activities. ● Participate in coordination forums as directed by Area Manager. ● Provide support in the training and capacity development of staff. ● Provide support to project implementation at the field office level. ● Coordinate representation meetings with the UN, partners and authorities as directed by AM. ● Promote the rights of IDPs/returnees in line with the advocacy strategy. Specific responsibilities: ● Act as the main point of contact with NRC in the province as designated by NRC, providing regular updates and information to NRC management on all issues of importance to NRC operations in the area; including acting as provincial and security focal point for the province. ● Support NRC staff, as requested, in the implementation of project activities in the area of responsibility – whether directly or in cooperation with local partners. ● Responsible for attending meetings and coordination fora, representing the organization within the limit set out by NRC management. ● Responsible for providing inputs on identified needs, opportunities for expansion, and scale-up of activities in assigned areas. ● Responsible for overseeing logistical, administrative, and financial components in the assigned area for the purpose of program implementation, and ensuring compliance with the relevant procedures.

Requirements

Generic professional competencies for this position: ● Bachelor's degree in Social Sciences – Project Implementation. ● Technical background related to one of our activity sectors, in human resources management or financial management. ● Experience working within a humanitarian context, with at least 2 years of relevant INGO/LNGO, with at least 1 year of project management experience. ● Fluency in English is desirable. ● Good IT skills, including Excel and Word. Context/specific skills, knowledge, and experience: ● Knowledge of the context in Hormozgan. ● Good standing and reputation in the community. ● Experience in working with local partners. ● Experience in activities relating to specific sectors of humanitarian work, possibly including distributions, emergency response, WASH, shelter, food security, education, and protection.
