Job Description

  • Participate in the evaluation of contractors for pre-qualification.
  • Review contractors’ commercial and trade license information in the pre-qualification documents.
  • Prepare a draft of tender plans (contracting strategy) for identified works estimated above with required support from the budget holders and contracts supervisor.
  • Assist in the development of the scope of work, contract terms, and related documents, including cost estimations.
  • Prepare and compile and issue tender documents and proposal requests including the scope of work, price schedule, etc.
  • Analyze the resulting tender submissions, both commercially and contractually, including analysis of quoted prices, and preparing related evaluation reports.
  • Prepare contracts bid summary and tender report, recommending contract award in liaison with contracts supervisor for further approvals per the procedure.
  • Prepare a letter of acceptance for the contract award (if necessary), contract document/ work order/variation, and ensure that contract terms conform to business requirements.
  • Evaluate, recommend, prepare, issue, and administer various contracts and variations, and negotiate with contractors to obtain settlement.
  • Maintain records and registers of all changes, claims, and disputes. Provide reports on contract activities, when required.
  • Liaise with external auditors and assist in resolving auditors' queries and observations on contracting matters.
  • Participate in meetings with internal departments, contractors, and project client for related issues when required.
  • Active participation in tender board meetings to obtain approvals on contract awards, bidders' qualifications, etc...
  • Make correspondences with clients on contract/tendering issues and follow up on the conclusion.

Requirements

  • Bachelor's or Master's degree in related fields.
  • Experience with previous practice.
  • Experience in the Oil and Gas industry.
  • Good analytical and negotiating skills with effective communication, interpersonal, and presentation skills.
  • Excellent command of both spoken and written English.
  • Excellent command of Microsoft programs and related computer skills.
