·Provision of wholesale and retail telecommunication services;
·Sales of network traffic capacity to local or international carriers or entities;
·Rental of network infrastructure facilities to local or international carriers or entities;
·Provision of the Internet and data and digital platform related products and services;
·Provision of all other sources of value added services that is currently available and to be developed in the future;
·Dealing with e-commerce, mobile-commerce activities of the above telecommunication networks;
·Provision of customer services, including but not limited to customer relationship management and Call Centre service


About the Job :
Role Complexity:
The role’s complexity is impacted upon due to the changing or missing company strategy, and the ongoing shift in the industry requirements.
Our organisation is very silo driven and thus to get buy-in and support is not always that easy.
The requirement to sustain a steady supply of Network Transmission Links (leased lines & POI) Equipment and Opex support to enable the Network forecast growth and operation to take place and to report on any deviations from the annual budget and forecasts.

Task Complexity:
• Support of the Head: Network Finance and Network Group Transmission cost centre manager and budget holder
• Assist with planning activities for the Network group for Transmission
• Delegation of responsibilities to the personnel in the Network Finance Procurement department where necessary to ensure payments are facilitated
• Efficient implementation of efficiencies and control in the various areas of the Network Finance Procurement department for transmission related costs
• Control systems for the transmission procurement and payment process and budget
• Manage all financial procurement issues of the Transmission section.
• Operate within the allocated KPAs’ Operational budget.
• Liaise frequently with IRANCELL’s Transmission Link suppliers – TC’s – and Government Departments and various local and provincial government authorities regulating approved tariffs and contracts.
• Monitoring of National regulations and the influencing of new Provincial Transmission policies and procedures in the best interest of IRANCELL
• Control of third party lease/rental applications and agreements for site sharing of transmission equipment.
• Control of the leased transmission line accounts with the leased line providers ensuring continuous link connection

Profile of Ideal Candidate :
Education:
BA degree in Finance

Experience:
5 to 10 years of telecommunications experience (GSM would be an advantage)
Financial Background with reporting and budget control experience

Training:
Additional training requirements are Finance and Management skills and computer Financial Package experience
