The Role


The Role

Key Responsibilities:

1. Establish Cost Estimating methodology and premises to allow alignment and integration in view of producing a Level 3 (-10% to +15% accuracy) overall project Cost Estimate

2. Verify, challenge and consolidate the cost estimating information amongst drilling, facilities EPC, and other contributors; Provide cost estimates for remaining parts of scope of work or project activities

3. Present overall project Cost Estimate for senior project management review

Additionally, this position will support:

1. Risk Management process by performing Cost Risks Analysis

2. Bid Evaluation process by providing assistance on Cost issues

Upon project moving into execution, this position responsibilities will later migrate to:

1. Establish Cost Controlling methodology, procedures and systems to allow control, monitoring and reporting of commitments and assignments, forecasting and budgeting, VOWD, contingencies, etc (this work requires close cooperation and interfacing with Finances dept.)

2. Perform regular Cost Controls function tasks and deliver related reports

Accountability:

1. Provide independent and reliable overall project Level 3 Cost Estimate

2. Provide accurate and reliable Cost Controls information, performance indicators and reports

Requirements


Requirements

Education:BS or equivalent Diploma in petroleum engineering, mechanical or civil area.

Qualifications:

1. Significant experience (10+ yr) in cost estimating and cost controlling functions

2. Exposure to Oil & Gas upstream or power/energy large projects (conceptual development and engineering/construction phases)

3. Supervisory skills to lead a team and good interpersonal ability to interface with other related departments (C&P, Finances, Discipline Engineering)

4. Strong commitment to Health, Safety and Environment.

Experience:

Experience with industry standard software (KeyBase, CapCost, SAP, Risk, etc)
